Selectmen’s Meeting

 

  The Selectmen reviewed and signed the manifest. They approved a transfer of $7,650.00 from the Building Maintenance Trust Fund to the Woodsville Bank General Fund to pay Palmieri Roofing. They also approve a transfer of $164,207.75 from the Road Work fund to the Woodsville Bank General Fund to pay Ron Fenoff Excavating for the culvert work on Smutty Hollow Road.

  The Selectmen approved three Use of Town Hall contacts and two building permits.

  The Selectmen reviewed and signed the manifest, approved one Intent to Excavate as well as one pistol permit. The Selectmen also signed a letter authorizing the Trustee’s to transfer $2,914.19 from the Utility Trust Fund to the Woodsville Bank General Fund to pay George E Sansoucy.

  Brad Bailey was in to discuss the Granite State Power Link project with the Selectmen. He felt we had a good turnout at the public hearing and was interested in any comments the Selectmen had received.

  The Selectmen reviewed and signed the manifest and approved one Use of Town Hall contract.

  Marc Burnell from Horizons Engineering was in to let the Selectmen know that Ron Fenoff Excavating would be starting work on the culverts on Smutty Hollow Road on Thursday.

  The Selectmen voted to have Nelson Enterprises do the chimney work at the Town Hall.

 The Selectmen approved one building permit.

Selectmen’s Meeting

 

  The Selectmen reviewed and signed the manifest and approved a transfer of $300,000.00 from the Woodsville Bank General Fund to the Woodsville Bank ICS account. They also approved two pistol permits, one Use of Town Hall contract, and one Use of Town Equipment contract.

  The Selectmen discussed the work at the Shafer property.  The house will be coming down the first part of August.

  Large Trash Day is Saturday July 15th from 9:00 A.M. until 3:0 P.M. You are not allowed to bring things early or after closing on Saturday.

   Monday night at 6:30 P.M. there will be a meeting at the Monroe Town Hall with the people from Granite State Power Link. They will be discussing the new substation and other changes they have planned for the town of Monroe. All are welcome.

Selectmen’s Meeting

 

  The Selectmen reviewed and signed the manifest and approved a transfer of $650,000.00 from the Woodsville Bank General Fund to the Woodsville Bank ICS account. They also approved one Use of Town Hall contract, one Intent To Cut and three Building Permits. The Selectmen signed two contracts, one was with Woodsville Ambulance for one year and the second one is with Horizon Engineers to oversee the culvert work on Smutty Hollow.

  The trash will be picked up on Wednesday July 5th due to the holiday.

Selectmen’s Meeting

 

  The Selectmen reviewed and signed the manifest and approved one Use of Town Hall contract. The Selectmen also authorized the Trustees to pay George E Sansoucy PE, LLC $924.02 from the Utility Trust Fund.

  Rocky Bunnell was in to ask about the 1 Main Street property, he was interested in what the plans for that property are. The Selectmen told him to begin with we will be taking the house down filling in the hole, digging up the driveway and planting grass. What will happen to the property later on will have to be a decision of the towns people.

Selectmen’s Meeting

 

  The Selectmen reviewed and signed the manifest, approved one driveway permit, one Use of Town Hall contract and one Use of Town Equipment contract and one intent to cut.

  Peter Kavanaugh and Jess Farrell from Granite State Power Link were in to update the Selectmen on the progress they have made on their project, they plan to hold a meeting for the Town’s people in July.

  Heath Bunnell and Nathan LaFlamme were in to talk to the Selectmen about the removal of the house at one Main Street, they would like a chance to bid on this project.

  Rolf Zuk was in about a plan he has to put a farm stand at the end of his driveway. He was told that he would have to go to the state for a permit as he lives on a state road and they will have to approve it.

  The Selectmen reviewed and signed the manifest and approved one Use of Town Hall contract. The Selectmen approved a transfer of $12,145.51 from the NHPDIP Water account to the Woodsville Bank Water account. The Selectmen authorized a transfer of $21,350.00 from the Buildings Maintenance Trust Fund to the Woodsville Bank General Fund to pay Palmieri Roofing. The Selectmen also signed one Timber tax warrant.

  The Selectmen discussed the culvert work that will be done on Smutty Hollow Road this summer.

Selectmen’s Meeting

 

  The Selectmen reviewed and signed the manifest, signed four timber tax bills, one intent to cut and one intent to excavate. They also signed a letter authorizing the Tax Collector to accept prepayment of taxes, approved one town hall equipment contract and one building permit.

  The Selectmen discussed the culvert work to be done on Smutty Hollow Road. Trees that need to come down will be marked and removed in the next week. The Contractor has not given us a start date for the job yet.

  The work has started on replacing the roof at the Town Hall.

 The Selectmen would like to remind everyone that your trash must be bagged ant tied for the trash man to pick it up. Some people are using walmart or shaws bags which are not acceptable as they are small and often blow out of the back of the truck. Also on the Monroe Town website it does say that if you have a problem to call Pete’s Rubbish, if you have a problem you should call the Selectmen’s Office not Pete’s Rubbish.

Selectmen’s Meting

 

  The Selectmen reviewed and signed the manifest, approved two Use of Town Hall contracts and approved a transfer of $4,175.00 From the Water Dept. General Fund to the Water Dept PDIP account.

The Selectmen also signed the Tax Warrant and seven letters to people who have not turned in their report of timber cut.  The Selectmen also signed a Notice of Award for the culvert job on Smutty Hollow Road, the job was awarded to Ron Fennoff Excavating with a bid of $164,207.75.

  Gerry LaFlamme and Rocky Bunnell were in to discuss an abatement on Gerry’s Timber Tax bill. Cindy will contact Rick Evans from the Department of Revenue and set up a time for him to come up and discuss this.

 The Selectmen reviewed and signed the manifest, they also signed one timber tax bill. The Selectmen authorized a transfer of $4,022.43 from the Utility Trust Fund to the Woodsville Bank General Fund to pay George E Sansoucy, PE, LLC.

  The Selectmen received one bid for weekly trash pickup and disposal, this bid was from Pete’s Rubbish and the Selectmen voted to accept the bid.

Selectmen’s Meeting

 

  The Selectmen reviewed and signed the manifest and approved one timber tax bill, they also approved one Use of Town Hall contract.

  PJ Blanchard was in and requested that a sign be put at the beginning of Hunt Mountain Road stating it is not a thru road as many people use their GPS for directions and it does send them over Hunt Mountain.

 

  Keith Merchand was in with a petition to open up Smutty Hollow Road and Lang Road to ATV’s. The Selectmen voted to do this but would like to remind everyone that you have to have your vehicle registered to ride on the road and follow all of the state laws.

  Keith also discussed his concerns with a wet area on Smutty Hollow Road . Justin Bradshaw said he would go and look at it to see what should be done.

Selectmen’s Meeting

 

 The Selectmen met with Joseph Rossignoli and Peter Kavanaugh from National Grid as they wanted to give a presentation on Granite State Power Link and what effect it will have on the Town Of Monroe. Public present was Brian Fogg and Charelle Lucas from George Sansoucy’s office, Brad Bailey, Bruce Frazer, and Keith Merchand. They presented their plan and answered questions. They would like to come back in May or June and do a public presentation. A copy of this presentation is in the Selectmen’s Office if anyone is interested in reading it.

  The Selectmen reviewed and signed the manifest, signed one Timber Tax bill and one intent to excavate.

  The Selectmen reviewed and signed the manifest, they also approved one use of town hall contract and one raffle permit.

  The Selectmen signed a contract with Vermont Recreational to replace the back side of the fence at the Monroe Village Cemetery. A contract was also signed with Bone Builders so they can continue to have exercise class twice a week at the town hall.

  George Sansoucy came in to meet with the Selectmen to give them an update on what is happening with the power companies as well as Fairpoint.

The Selectmen had received information from Granite State Power Link about a new electric transmission project they hope to put through the town of Monroe. The Selectmen reviewed this information and discussed it.

 The Selectmen are still waiting for the final approval for the culvert work on Smutty Hollow Road.

Selectmen’s Meeting

 

  The Selectmen reviewed and signed the manifest and approved a transfer of $225,000.00 from the Woodsville Bank ICS account to the Woodsville Bank General Fund. They also approved three Use of Town Hall contracts and two pistol permits.

  Clay Chace was in to discuss the recycling program with the Selectmen. Clay was wondering if this program was worth keeping as it is costing us more that if it went in the regular trash. Justin Bradshaw said he would like to look into some different options.

  The Selectmen signed a letter authorizing the Trustees to pay Brett Purvis and Associates $1,333.00 from the Assessing Fund monthly through April of 2108. The selectmen also approved one intent to cut.

  The Selectmen have hired Robert’s and Greene PLLC to do the town audit this year. They signed a contract for this and the audit should be done in June. The Selectmen signed a contract with CAI Technologies for our tax maps.

  The Selectmen appointed Jennifer Collins to fill the position on the Budget Committee.

Selectmen’s Meeting

 

  The Selectmen reviewed and signed the manifest and approved a request to transfer $50,000.00 from the Woodsville Bank ICS account to the Woodsville Bank General Fund. They also approved three Use of Town Hall contracts, one building permit and one Veterans Credit.

  Joe Avery was in to see if the Selectmen had received a copy of his septic plan as well as to give them a building permit application.

  Next Tuesday is Town meeting with voting from noon to 6:00 P.M. and Town Meeting starting at 7:00 P.M. The Town will go first this year with the school to follow. Because of this the Town Clerk’s office will be closed on Tuesday and there will be no Selectmen’s Meeting.

  The Selectmen reviewed and signed the manifest and approved four Use of Town Hall contracts.

 Justin received an estimate on having both the Town Offices and Municipal Building pressure washed. The estimate was for $1,350.00 for both buildings. The Selectmen thought this was a good price.

  Corrette and Associates have notified us that they will not be able to do our audit this year, because of this we will need to find another company so the Selectmen have asked Cindy to check with the auditor that the school uses. Tamar Roberts will get a quote to the Selectmen in the next week.

Selectmen’s Meeting

 

  The Selectmen met with the Budget Committee at 7:00 to go over the budget and warrant articles. All of the Selectmen were present and Budget Committee members that were in attendance were Donna Mitton, PJ Blanchard, Joyce Cate, Greg Moore, Bruce Frazer, Paul Estees, Ken Hunter, Wayne Fearon and Cindy Frazer. The Budget Committee seemed happy with the budget; the concerns were with the warrant articles that the Planning Board has put in.

  The Selectmen reviewed and signed the manifest, approved a transfer of $200,000.00 from the Woodsville Bank General Fund to the Woodsville Bank ICS account. They also signed a letter authorizing the Trustees to transfer $44.39 from the Utility Trust Fund to Woodsville Bank General Fund to pay Donahue, Tucker and Cindella as well as approving one pistol permit.

 The Selectmen reviewed and signed the manifest, approved two pistol permits and one Use of Town Hall contract. The Selectmen also signed a letter authorizing the Trustees to transfer $107.41 from the Utility Trust Fund to the Woodsville Bank General Fund to pay George E Sansoucy, as well as approving a transfer of $200,000.00 from the Woodsville Bank General Fund to the Woodsville Bank ICS account.

 Work has started on replacing the stair lift at the Town Hall. The new lift will be going in as soon as possible and once it is in the state will have to inspect it before it can be used. This will take a few weeks so at this point the Town Hall is not handicapped assessable.

 The Selectmen discussed the issues with well three. The electrician has been called to look at it,

Selectmen’s Meeting

 

  The selectmen reviewed and signed the manifest and approved a transfer of $600,000.00 from the Woodsville Bank General Fund to the Woodsville Bank ICS account. They also signed a letter requesting the Trustees to transfer $775.26 from the Cemetery Trust Fund to the Woodsville Bank general fund for the lots with a trust fund for care of them.

  The Selectmen approved two building permits, they also approved ordering a door from Varney Smith Lumber for the office with a mail slot in it.

  The Selectmen discussed a quote for town reports from R.C. Brayshaw & Co., Inc. They have a couple of questions that we will try to get answered in the next week.

  Merle Jones was in to discuss his taxes with the Selectmen.

November 29,2016

Selectmen’s Meeting

 

  Delta Merchand, Alycia Vosinek and Marc Bathalon were in to see the Selectmen about the Cemetery Trust Fund. This fund has a total of 57 lots involved and the interest can be used for the care of these lots. The Trustees would like to see the Selectmen take the interest on a yearly basis as it was done years ago. No money has been taken from this fund in many years. The Selectmen agreed to start using the interest on the funds to help with the care of the lots.

  Dr Hammer and Keith Merchand were in to see the Selectmen about the Jim Powers and Dr Hammer lots. Jim Powers had his lot surveyed and in the process it was found that he had 4 ¼ acres that Dr Hammer was paying tax on. Dr Hammer would like to have this acreage taken off his tax card. The Selectmen agreed to do this.

  The Selectmen reviewed and signed the manifest and worked on the budget.

Selectmen’s Meeting

November 22, 2016

 

  The Selectmen reviewed and signed the manifest, approved one intent to cut and two building permits.

  Misha Turnbull was in to show the Selectmen the design he had come up with for the Fire Danger sign that he would like to put in front of the Municipal Building for his Eagle Scout project. The Selectmen approved the sign and Misha said the sign will be installed soon.

  Marc Burnell from Horizon Engineering was in to go over the bid letter for the Smutty Hollow culvert work that we would like to have done next summer. The bid will be going into the Bridge Weekly on December 8th, there will be a pre bid meeting on December 14th at 10:00 A.M. on Smutty Hollow Road.

  The Selectmen would like to remind everyone that an approved building permit is required before starting any building projects on your property. As we have been having problems the Selectmen have decided to start enforcing the $10.00 per day fine for anyone who does not get the permit before starting. This fine goes into effect immediately.

  The Selectmen reviewed the income & expense report.

  The Selectmen reviewed and signed the manifest, approved four Use of Town Hall contacts, two pistol permits and one building permit. The Selectmen also approved a transfer of $700,000.00 from the Woodsville Bank General Fund to the Woodsville Bank ICS account.

  The Selectmen signed two letters for the Trustees of Trust Funds, the first one authorizes them to transfer $3,300 from the Post Office Trust Fund to Woodsville Bank General Fund to pay Richard Ward and also to transfer $24.11 from the Utility Trust Fund to the Woodsville Bank General Fund to pay Donahue, Tucker and Ciandella, PLLC. The second letter authorizes them to transfer $1,333.00 per month through March of 2017 to the Woodsville Bank General Fund to pay Brett Purvis and Associates.

  The Selectmen opened the one bid they received for plowing Lang Road and North Monroe Fire Station, this bid was from Pro-Mac Firewood. The Selectmen voted to accept this bid.

  The Selectmen would like to remind everyone that you do need to get a building permit before putting any additions on your buildings or adding new buildings to your property.

Selectmen’s Meeting

 

  The Selectmen reviewed and signed the manifest, approved one Use of Town Hall contract and two pistol permits.

  Bill Harland was in to talk to the Selectmen about a building permit, he had some questions on what needed to be filled out. Bill will fill out the permit and return it to the Selectmen’s Office.

  Molly Gilley, Pat and Laurie Lang were in to talk to the Selectmen about basketball. The school has 5 teams this year and they would like to use the town hall four to five days a week until games start. The Selectmen decided if no one else asks for the hall the school will be able to use it.

  The Selectmen would like to thank the residents of Monroe for getting out to vote on the General Election. The Town of Monroe had 81% of their registered voters vote on Election Day. The Town did vote to allow sweepstakes tickets and alcohol to be sold in the Town of Monroe.

  The Selectmen reviewed and signed the manifest, approved one pistol permit, one building permit, one intent to cut, and two Town Hall contracts. The Selectmen authorized the Trustees to transfer $7,106.21 from the Fire department Equipment Trust Fund to the Woodsville Bank General Fund to pay Wells River Chevrolet $4,359.78 and Novak Conversions $2,746.43. They authorized the Trustees to transfer $3,500.00 from the Post office Trust Fund to Woodsville Bank General Fund to pay Ryan Ward, they also authorized a transfer from the Town Buildings Trust Fund to the Woodsville Bank General Fund in the amount of $2,450.00 to pay Ray Flint.

  The Selectmen discussed the new lights for the parking lot at the Town Office, they also discussed the roof for the Town Hall.

  Susan Welch was in to talk to the Selectmen about Hunt Mountain Road; she feels it needs some work done on it. The Selectmen told her this is a seasonal road and does not get the care other roads in town do. They will check the road and see what needs to be done if anything.

  The Selectmen discussed some ideas for warrant articles.

  The Selectmen reviewed and signed the manifest and approved a transfer of $650,000.00 from the ICS account to the Woodsville Bank General Fund. They also approved two Use of Town Hall contracts and one building permit. The Selectmen signed the tax warrant.

  Skyler Boutin from Lisbon is running for State Representative for District 2, he stopped in to discuss with the Selectmen what he would like to do for the North Country if elected.

  Todd Webster, Russell Brown and Paul Regis were in to see the Selectmen about taking money from the Fire Dept. Equipment Fund to do some work on the Forest Fire Jeep. The Selectmen approved their request.

  The selectmen received plans from the Engineer hired to engineer the stair lift project at the Town Hall, they will contact the contractor this week to see when the work can be done.

  The Selectmen reviewed the preliminary tax rate. Our rate should be set within the next week.

  The Selectmen were asked if you needed a permit to put solar panels on your property. It was discussed between the Planning Board and Selectmen and was decided that a permit is needed.

  The Engineer that was hired to work on the lift project at the Town Hall was there on Tuesday and should have the plans to the Selectmen within two weeks.

  The Selectmen discussed the Harvest Festival. It seems that we are having fewer people participate each year, they are discussing not having one for a year or two and see if we can come up with new ideas and possibly a different date to do this.

  Alice Frazer was in to see the Selectmen as she is concerned about the stairs going to the basement at the Library. She feels that they should have yellow tape on them so when you are carrying chairs down the stairs you will be able to see the steps easier.The Selectmen agreed to have this done. She also asked about the dishwasher for the Town Hall and when it was going to be installed.

  The Selectmen reviewed and signed the manifest. They also discussed the contract that Horizon’s Engineering had sent for the culvert work next summer. They made a few changes and sent it back to Horizon’s.

  The Selectmen would like to remind everyone that the Town Offices will be closed next week, July 11th through July 15th as the parking lot work will be getting done.

  Hazard Waste day is Saturday July 9th from 9:00 A.M. until noon at the Clifford Memorial Building on South Court Street in Woodsville. This is open to all Monroe residents.

 The Selectmen reviewed and signed the manifest, approved one Use of Town Hall contract, one building permit and one current use application as well as one intent to cut. The Selectmen approved a transfer of $4,150.00 from the Woodsville Bank Water Department account to the NHPDIP Water Department account.

  The Selectmen signed a one year contract with CAI Technologies for updating the town maps. The Selectmen also signed a two year contract with Primex for our Property & Liability Insurance.

  Justin Bradshaw was voted to be the Selectmen Representative for the Planning Board.

  Marilyn Bedell talked with the Selectmen about changing the way she is paid. She has always received hourly plus fees and would like to go to just hourly as the Auditor recommended. The Selectmen voted to accept he proposal. This change will take effect as of July 1, 2016.

 The Selectmen received three bids for the paving at the town offices. They received bids from Bigelow Paving, Blaktop, and Central Paving. All three bids are very close; the Selectmen chose the lowest bid which was Blaktop.

  The parking lot work is scheduled to begin on July 11th. This being said the town offices will be closed from July 11th through July 15th.

Selectmen’s Meeting

 

  The Selectmen reviewed and signed the manifest, approved two Use of Town Hall contracts and one building permit.

  The Selectmen had a complaint on the 4-wheelers and dirt bikes on the Plains Road over the weekend. These people are traveling to fast (speed limit for them is 10 miles per hour) they are racing each other and going down the road two or three abreast. The Selectmen would like to remind everyone that only certain roads in the Town of Monroe are open to 4 wheelers and less to off road dirt bikes. Any operator 12 years of age and over must show proof of an approved safety education class or possess a valid motor vehicle driver's license. Any operator under the age of 14 must be accompanied by a licensed adult over the age of 18. Any operator under the age of 12 cannot cross roads. Any operator under the age of 18 cannot carry a passenger on a 3- or 4-wheel ATV. Any operator under the age of 18 must wear a helmet and eye protection. Any passenger under the age of 18 must wear a helmet. You cannot operate any OHRV if your driver’s license is under suspension or revocation in any state or Canadian Province. An OHRV Safety Education Certificate does not override a Motor Vehicle License Suspension. A valid motor vehicle driver's license or OHRV Safety Education Certificate is also required to cross a public way.

  The Selectmen worked on a bid letter for residing the Post Office as well as putting in new windows and doors.

  The Selectmen opened bids for the dirt work that needs to be done at the Town Office Building. Only one bid was received and that was from Monroe Construction, the Selectmen voted to accept the bid.

  The Selectmen opened the bids for replacing the roof at the Monroe Town Hall. Two bids were submitted, one from Rodd Roofing and one from Palimieri Roofing, both from St Johnsbury, Vt. The Selectmen voted to accept the bid from Palmieri Roofing.

  The Town of Monroe has acquired the Shafer property at 1 Main Street in Monroe. The Selectmen have done a walkthrough of the house and have decided the house will need to come down at some future date. They are also going to be taking the trees down along the driveway.

  Misha Turnbull was in to talk to the Selectmen about an Eagle Scout project he would like to do. He would like to make a Fire Danger sign to put by the road near the Fire Station. He has talked with Maynard Farr about this and Maynard felt it was a good idea, he has left a message with Todd Webster about the project also. The Selectmen agreed that it was a good idea and have asked Misha to come and see them again when he has the sign designed.

Selectmen’s Meeting

 

  The Selectmen reviewed and signed the manifest, reviewed the Use of Town Equipment contracts, and signed a letter authorizing the Trustees to transfer $318.65 from the Utility Trust Fund to the Woodsville Bank General Fund to pay Donahue, Tucker and Ciandella, PLLC.

  The Selectmen received two bids for replacing the handicap lift at the Town Hall. The first bid was from All-Ways Assessable, this company does not do chair lifts they would do an elevator. The second bid was from Garaventa USA and they would put in another chair lift similar to the one we have now. The Selectmen voted to go with Garaventa USA.

  The Selectmen approved one intent to cut.

  The Selectmen voted to postpone the culvert work on Smutty Hollow Road until next year. This way they can do all three culverts at the same time and maybe save a little money. They also felt it was late to put this job out to bid.

  Keith Merchand was in to discuss the foreclosure of the Schafer property. Scott Schafer has agreed to sign a quick claim deed deeding the property to the town. The Selectmen voted to do this.

  The Selectmen signed a letter authorizing the Trustee’s to transfer $151.95 from the Utility Trust Fund to the Woodsville Bank General Fund for payment to Donahue, Tucker & Ciandella, PLLC.

  We had a concerned citizen come in to let the Selectmen know that hypodermic needles have been found in the area of Mc Indoes Dam.

  There will be a Rabies Clinic at Ryegate Small Animal Clinic Thursday March 24th from 6:00 to 7:00 P.M., The Town Clerk will be there to register your dogs also.

You are hereby notified to meet at the Monroe Town Hall on Tuesday, the 8th day of March next at 7:00 of the clock in the P.M. to act upon the following subjects: with the School Business Meeting proceeding Town Business Meeting.

 The Town Meeting was called to order by Moderator Denis Ward at 8:05 P.M.

Selectman Dan Powers stood and recognized that Michael Monaghan had served as a Selectman for 3 years and presented him with a gift from the Town, a clock, and thanked him for his service to the Town of Monroe.  There was some joking about the manner in which the clock was wrapped and Mike was thanked by the residents with applause.

Zoning Ordinance:     Are you in favor of the adoption of the amendment to the existing town Zoning Ordinance as proposed by the Planning Board as follows:  Amend Section 203.1 by adding “Retail Store” and “Restaurant” as Special Exceptions in Zone A – Residential?  (The Planning Board Recommends this article.)   Yes-183      No-17

 

2.      To see if the Town will vote to raise and appropriate $1,009,929.00 (operating budget only) for general operations. This article does not include special or individual articles addressed. Motion made by Mike Monaghan, seconded by Dan Powers.   No discussion.  Voice vote in the affirmative, motion passes, article passed.

 

3.      To see if the Town will vote to raise and appropriate the sum of $10,000.00 to be added to the Fire Truck Capital Reserve Fund previously established. (The Selectmen Recommend This Article)

Motion Made by Dan Powers, seconded by Bob Wormer. No discussion.  Voice vote in the affirmative, motion passes, article passed.

 

4.      To see if the Town will vote to raise and appropriate the sum of $10,000.00 to be added to the Highway Department Truck Capital Reserve Fund previously established.(The Selectmen Recommend This Article)  Motion made by Dan Powers, seconded by Bob Wormer.  No discussion.   Voice Vote in the affirmative, motion passes, article passed.

 

5.      To see if the Town will vote to raise and appropriate the sum of $10,000.00 to be added to the Fire Department Equipment Fund previously established. (The Selectmen Recommend This Article)   Motion made by Dan Powers, seconded by Mike Monaghan.  No discussion.  Voice vote

in the affirmative, motion passes, article passed.

 

6.      To see if the Town will vote to raise and appropriate $6,790.00 to be added to the Post Office Building Expendable Trust Fund with said funds to come from surplus. (The Selectmen Recommend This Article)  Motio0n made by  Dan Powers, seconded by Bob Wormer.  Question asked what is the surplus?  No more discussion.  Voice vote in the affirmative, motion passes, article passed.

 

7.      To see if the Town will vote to raise and appropriate  $10,000.00 to be placed in  the Town Buildings Maintenance Expendable Trust Fund with said funds to come from surplus.(The Selectmen Recommend This Article)  Motion made by Mike Monaghan, seconded by Dan Powers.  Some disc discussion.  Voice vote in  the affirmative,  motion passes, article passed.

 

8.      To see if the Town will raise and appropriate $5,000.00 to be added to the Capital Reserve Civil Defense Fund previously established.( The Selectmen Recommend This Article)  Motion made by Dan Powers, seconded by Mike Monaghan.  Motion made by Bob Dimatties To amend the article to read “to come from Surplus”  seconded by Billie Jo Kimber.  Some discussion.  Voice vote on the amendment fails.  Back to the original motion , voice vote in the affirmative, motion passes, article passed

9.      To see if the Town will raise and appropriate  $3,500.00 to be added to the Capital Reserve Civil Defense Fund previously established with said funds to come from surplus.  (The Selectmen

10.   To see if the Town will vote to raise and appropriate $10,000.00 to be added to the Assessing Trust Fund previously established, with said funds to come from surplus. (The Selectmen Recommend This Article)  Motion made by Mike Monaghan, seconded by Dan Powers.   No discussion.  Voice vote in the affirmative, motion passes, article passed.

 

11.   To see if the Town will vote to raise and appropriate $2,500.00 to contribute to a regional Household Hazardous Waste Collection Program. The program will provide residents access to a Household Hazardous Waste collection to dispose of household generated hazardous waste such as oil-based paints, paint thinners, solvents, pesticides, gasoline and household cleaners. (The Selectmen Recommend This Article)  Motion made by Dan Powers, seconded by Mike Monaghan.  Some discussion.  Question “where is the site going to be?”  More discussion.    The town will be charged by the number of vehicles bringing in the waste.  Voice vote in the affirmative, motion passes, article passed.

 

12.   To see if the Town will vote to raise and appropriate up to $40,000.00 to replace the Handicap Lift at the Town Hall. (The Selectmen Recommend This Article)  Motion made by  Dan Powers, seconded by Mike Monaghan.  Selectmen explain the need for a newer updated lift.  Question asked if the town could put in more Handicap parking?    The Selectmen answered that they would take it under advisement. Voice Vote in the affirmative, motion passes, article passed.

 

13.   To see if the Town will vote to raise and appropriate up to $40,000.00 for drainage, dirt work and paving at the Monroe Town Office Building. (The Selectmen Recommend This Article) Motion by  Dan Powers, seconded by Bob Wormer.  Discussion:  question asked why we can't take it from the Town Maintenance fund?  Bob Wormer  answered that that the Town Maintenance fund is already planned for use on the Town Hall roof.  Voice vote in the affirmative, motion passes, article passed.

 

14.     To see if the Town will vote to raise and appropriate $ 16,312.00 for the Monroe Water Department with said funds to come surplus. (The Selectmen Recommend This Article)  Motion made by Dan Powers, seconded by Bob Wormer.   Discussion.  Voice Vote in the affirmative, motion passes, article passed.

 

15.   To see if the Town will vote to put in six streetlights on Buffum Road.  Motion made by Dan Powers, seconded by Bob Wormer.   Discussion:  Bob Wormer explained that  these lights would go up through to Pete & Gerrys.  More discussion.  Voice vote in the affirmative, motion passes, article passed.

 

16.    To see if the Town will authorize the Selectmen and the Town Treasurer to borrow in anticipation of the collection of taxes for the current municipal year and to issue in notes to be repaid during the municipal year, from taxes collected within the municipal year. (The Selectmen Recommend This Article)  Motion made by Dan Powers, seconded by Mike Monaghan.  No discussion.  Voice vote in the affirmative, motion passes, article passed.

17.   To hear all reports of committees and officers heretofore chosen and pass any vote related.  No Discussion.

Selectmen’s Meeting

 

  The Selectmen reviewed and signed the manifest, approved 5 Use of Town Hall contracts and 1 building permit. They also signed the MS-232 for the New Hampshire Department of Revenue. The Selectmen signed a letter authorizing the Trustee’s to transfer $564.26 from the Utility Trust Fund to Woodsville Bank general fund to pay George E. Sansoucy, they also signed a request to transfer $4,150.00 from the Woodsville Bank water department account to the NHPDIP water department account. The Selectmen approved one pistol permit.

  There is one opening on the budget committee and also on the Board of Adjustment, if anyone is interested in either of these positions please contact the Selectmen’s Office.

  Large Trash days for 2016 are April 16th, May 21st, July 16th and September 17th from 9:00 to 3:00.

March 1, 2016

Selectmen’s Meeting

 

 The Selectmen reviewed and signed the manifest, approved three Use of Town Hall contracts and signed a letter authorizing the Trustees to transfer $204.57 from the Utility Trust Fund to the Woodsville Bank General Fund to pay Donahue, Tucker & Ciandella, PLLC.

 The Selectmen discussed the flooding of the Library basement. The basement was flooded last week with all of the rain we had. The insurance company has been notified and a claim filed. ServPro was here on Sunday to assess for mold and sprayed the affected areas. The Insurance adjuster was here Tuesday afternoon to assess the damages. The Selectmen would like to thank Steve and Jessica Sherman for going in Thursday night and cleaning up the water.

 The Selectmen went over the warrant articles and budget for Town Meeting next Tuesday.

Selectmen’s Meeting

 

  The Selectmen reviewed and signed the manifest, approved two use of Town Hall contracts and singed one timber tax bill.

  PJ Blanchard was in to see the Selectmen. He would like the Selectmen to take the spotlights off the Town Office building and put poles up with lights. This would make for better lighting in the parking lot as well as making the building look better as the bugs would not be attracted to the building this way. He said the time to do this would be if the warrant article passes to redo the parking lot. He has offered to give the town to light poles.

  The Selectmen discussed the budget and warrant articles.

Selectmen’s Meeting

 

  The Selectmen reviewed and signed the manifest and approved three Use of Town Hall contracts. They also signed the budget and warrant to be posted for Town Meeting. The selectmen sent a letter to the Planning Board stating that the private road on Justin Bradshaw’s property meets the town specs.

  Brad Reynolds was in to talk to the Selectmen about recycling. Brad said he likes the idea of recycling but does not feel we should be paying $11,000.00 a year for it. He feels we need to talk to other companies and see if we can get a better deal.

  The Selectmen approved one pistol permit.

Selectmen’s Meeting

 

  The Selectmen reviewed and signed the manifest. Glenn Fearon was in to see the Selectmen to discuss the private road on Justin Bradshaw’s property. The Selectmen had sent Butch up to look at it and see if it was up to Town standards. Butch has checked it and said the road will be fine for a private road so the Selectmen have approved it.

Budget Hearing

    Keith Merchand asked if the Selectmen had looked into updating the PA system at the Town Hall. Keith had asked about this earlier in the year. He was told that this had not happened. He feels that we should look into this. Keith also asked if the Selectmen had shopped around for oil prices, he was told they had not, he feels that we need to look for a better price.

  Bryan Turnbull suggested cutting the amount for fuel oil at the Town Office, the Selectmen felt that it should stay as it is.

  Barbara Farr asked about getting rid of recycling due to the cost of it, she was told this would have to be a warrant article as the Town voted to have it. It was also discussed that recycling is suppose to be for Monroe residents only and people from other towns are using it. It was suggested putting a sign up that said for Monroe residents only.

   It was discussed that the flag pole in front of the Post Office should be removed, also the sign in front of the Post Office should be moved bake away from the road or removed as it is hard to see around the sign when leaving the parking lot.

   Pete and Gerry’s have asked for six street lights on Buffum Road, Steve Sherman asked what the cost for these lights would be. The Selectmen did not know but said they would find out.

Selectmen’s Meeting

 

  The Selectmen reviewed and signed the manifest and approved two Use of Town Hall contracts. They also signed a land use change tax warrant for the Tax Collector and one intent to cut.

  The Selectmen reviewed the 2016 budget and added money to the Town Hall account to buy a dishwasher and have it installed properly.

  The Town Clerk’s Office will be closed February 9th due to the New Hampshire Primary. The Selectmen’s Office will be closed during the day but the Selectmen will be meeting at 7:00 P.M.

  The Public Hearing for the School and Town will be Wednesday February 10th at 6:00 P.M. at the Town Hall, the school will be first followed by the Town. The snow date will be February 11th at the Monroe School starting at 6:00 P.M.

Selectmen’s Meeting

 

  The Selectmen met with the Budget Committee at 7:00 P.M., budget committee members present were Donna Mitton, Greg Moore, Wayne Fearon, Dick Cinnamon, Paul Estees, PJ Blanchard and Bruce Frazer. PJ Blanchard suggested adding money to the budget to put a new dishwasher into the town hall kitchen and have it properly placed, everyone was in agreement to this. The only warrant article that was not approved by all was updating the zoning laws.

  The Selectmen reviewed and signed the manifest and approved two Use of Town Hall contracts. They also signed a letter authorizing the Trustees to transfer $234.02 from the Utility Trust Fund to the Woodsville Bank General Fund to pay Donahue, Tucker & Cindella, PLLC. The Selectmen approved a transfer of $750,000.00 from the Woodsville Bank ICS account to the Woodsville Bank General Fund.

  The Budget Hearing for the school and the town will be February 10, 2016 at 6:00 P.M. at the Monroe Town Hall with a snow date of February 11, 2016 at 6:00 P.M. at the Monroe School. Voting for Town and School meeting is 12:00 to 6:00 on March 8th at the Monroe Town Hall with School District meeting starting at 7:00 P.M. and Town meeting to follow.

  The Selectmen reviewed and signed the manifest, approved two Use of Town Hall contracts and one intent to cut.

  The Selectmen discussed a problem with the water system. One of the pumps is not working and they told Cindy to call Tri State Drilling and Boring to come and look at it. As far as the water is concerned there is no problem as we still have two pumps working.

Selectmen’s Meeting

 

The Selectmen reviewed and signed the manifest, approved a transfer of $1, 0500.00 from the Woodsville Bank General Fund to the Woodsville Bank ICS account. They also approved a transfer of $11,970.01 from the Water Department PDIP account to the Woodsville Bank Water account. The Selectmen approved two pistol permits, one Use of Town Hall contract and an Intent to Cut.

  Keith Merchand was in with concerns on the road plowing. He was concerned at the time the Buffum Road got plowed on Monday and felt that it should be done earlier. The Selectmen said they would discuss it with Butch.

  The Selectmen worked n the budget.

Selectmen’s Meeting

December 22, 2015

 

  The Selectmen reviewed and signed the manifest, they also signed a one year contract with George E Sansoucy, PE, LLC for the Utility Assessing.

  The Presidential Primary is going to be on February 9, 2016 which is the date the Town and School had set for the Budget Hearing so the Budget Hearing has been changed to February 10th at 6:00 P.M. at the Monroe Town Hall. The School budget will be presented first with the Town to follow. We still have a snow date of February 11th at 6:00 P.M. at the Monroe school.

  PJ Blanchard was in to give the Selectmen a list of street lights in town that are out. Cindy will call the Power Company with this list.

  The Selectmen discussed the budget.

 Selectmen’s Meeting

December 15,2015

 

  The Selectmen reviewed and signed the manifest, approved one Use of Town Hall contract and one Use of Town equipment contract.

  Gillian Morrison was in to talk to the Selectmen about the Town Assessor. Gary went to her house and showed her the letter stating who he was as well as wearing his badge and having magnetic signs on the side of his vehicle. She did not let him in because she did not feel comfortable about it. She feels the Town letterhead should have the town seal on it to make it more professional looking. The Selectmen said they would talk about it. The Selectmen discussed it and decided to put the seal on the town letterhead.

   Keith Merchant was in to talk about a few items he would like put in the budget. The Town has hired Susan Price as the Deputy Tax Collector so we will need to budget for her.

December 1, 2015

 

  The Selectmen reviewed and signed the manifest, approved three Use of Town Hall contracts and one building permit. They also approved one intent to cut.

  Todd Webster was in and asked us to remind everyone that the Fireman’s Breakfast is Sunday  (December 6) at the Town Hall from 7:00 until 10:00 AM.

  The Selectmen worked on the budget.

  The Angel Tree is now up at the Town Office. We are asking for gifts to be unwrapped this year. Stop in and pick up a name or give me a call and I can give you one over the phone.

Selectmen’s Meeting

 

  The Selectmen received a call from Trans Canada asking for Mike Monaghan to meet with them as they are donating a truck to the Town of Monroe for the Fire Department and needed him to sign the paperwork.

  Harlow Ward was in for an intent to cut.

  The Selectmen approved to Use of Town Equipment contracts.

November 17, 2015

Selectmen’s Meeting

 

 The Selectmen reviewed and signed the manifest and approved two Use of Town Hall contracts; they also signed a letter authorizing the Trustees to transfer $6, 826.41 from the Utility Trust Fund to Woodsville Bank General Fund to pay George E. Sansoucy and $357.09 from the Utility Trust Fund to pay Donahue, Tucker and Crandella, PLC.

  The Selectmen received two bids for plowing North Monroe Fire Station and the Lang Road, one from

Andre Provencal and one from   J. Fenoff  Site Works. They voted to accept the bid from Andre Provencal.

  The Selectmen voted to adopt a policy on Recycling, Large Trash and Weekly Trash.

 

 

Recycling

 

Recycling is for residents of the Town of Monroe for items generated in the Town of Monroe, all others will be prosecuted at their expense.

 

Large Trash

 

Large Trash is done approximately four times yearly. This is for residents of the Town of Monroe for trash generated in the Town of Monroe.  All others will be prosecuted at their expense.

 

 

Weekly Trash

 

The Town of Monroe pays for weekly trash pickup; this is for residents of the Town of Monroe and trash generated in the Town of Monroe. If you are accepting family or friends trash, to go out with yours we will be prosecuting you.

  The Selectmen reviewed and signed the manifest, they also signed the tax warrant. The Selectmen also approved two Use of Town Hall contacts and one raffle permit.

  A resident was in to give some information on Vermont people bringing their recycling to Monroe. The Selectmen wants to remind everyone that the Recycling, large trash pickup and weekly trash is for Monroe Residents only. If you see people from out of town using our services please contact the Selectmen’s Office.

Selectmen’s Meeting

 

  The Selectmen reviewed and signed the manifest, and approved four Use of Town Hall contracts.

  The Selectmen had a complaint of Vermont people using the recycling which has been forwarded to the State Police. The Town of Monroe pays for recycling and it is for Monroe residents only. The Selectmen also had complaints on dogs barking which was also forwarded to the State Police.

  Dr Hammer was in to see the Selectmen about the guard rail on Fairfield Road needing repairs. The Selectmen said they would let Butch know about this.

Selectmen’s Meeting

 

  The Selectmen reviewed and signed the manifest, approved one timber tax bill and three pistol permits. They also reviewed and signed the MS1 form for the Department of Revenue. The Selectmen signed a letter authorizing the Trustees to pay Brett Purvis and Associates $1,333.00 a month from the Assessing Fund through December 2016.

  Barbara Cobb was in to thank the Selectmen for letting Bone Builders have their exercise class at the town hall. They have between 10 and 15 people exercising each class.

  Russell Brown was in to talk with the Selectmen about a truck the Fire Department may be getting from Trans Canada. He will keep the Selectmen posted on what is going on with this.

  Rocky Bunnell was in to see the Selectmen about having a sign put up near his place of business for trucks turning and entering. He has one there now as he was doing a logging job there but that sign belongs to him and he will be taking that down and using it on his next job. The Selectmen told him to contact the state about putting a sign up as it is a state road.

  The Selectmen would like to thank everyone who worked on the Harvest Festival for making it another successful event.

We will start out Friday night with a family movie at the Town Hall, Saturday the parade is at 11:00 with many events going on throughout the day and fireworks about 7:00 P.M. Sunday the Fie Department will be doing a breakfast at the Town Hall and their will also be a 5K race starting at the school at 8:00 A.M.

  The Harvest Festival will be September 26th. We are having a farmers market this year. You must be a resident of Monroe with locally grown or handmade items, no yard sale items are permitted.   Todd Foley was in to talk with the Selectmen. He is concerned about how fast the traffic is coming off Plains Road onto Main Street, he asked if the Selectmen would consider putting a stop sign there instead of a yield sign. The Selectmen will look into this.

  The Selectmen signed a contract with Bore Tech out of St. Johnsbury, Vt. To bore for water line going from the Town Office across the street for a new hook up.

  Last week someone picked up a dog that was running loose and took it to Ryegate Small Animal Clinic. They do not take stray dogs and the Town of Monroe has a contract with A Notch Above in Littleton for strays.

  The church newsletter has put the wrong date for large trash in one spot in the newsletter the correct date is Saturday, September 19 from 9:00 until 3:00.

  The Selectmen voted to raise the limit on the town credit card to $7,500.00.

Selectmen’s Meeting

 

  The Selectmen reviewed and signed the manifest.

  Randall from Corrette and Associates was in to discuss the town audit with the Selectmen. He discussed the internal controls and suggested a couple of policies be approved by the Selectmen. He said we should have a copy of the audit in the next couple of weeks.

  The Selectmen signed a one year contract with Woodsville Ambulance and approved one pistol permit.

  The Selectmen received a bill for the update of the Emergency Management Plan that is being worked on and voted to take the money from the Civil Defense Fund to pay this bill.

Selectmen’s Meeting

 

  The Selectmen reviewed and signed the manifest; they also approved two Use of two Town Equipment contracts and one Use of Town Hall contract. The Selectmen approved one building permit, two intent to cuts and two timber tax bills. The Selectmen approved a transfer of $3,350.00 from the Monroe Water Dept. account to the NHPDIP Water account. They also approved a transfer of $11, 880.46 from the NHPDIP Water account to the Woodsville Bank Water account. The Selectmen signed the Property Tax Warrant and signed two pistol permits.

   Bruce Frazer was in to discuss the lift at the Town Hall with the Selectmen. The lift is broken, the State has come and checked it and it needs a new mother board. He will order one but it could be a few weeks before the lift is repaired.

  Edward Leing was in to see the Selectmen about a building permit to put a porch on the front of his home, he was not sure if he needed one as there use to be one there. The Selectmen told him that a building permit was needed when building anything on your property. He had his permit with him but it was not excepted as he needed to get his wife’s signature on it.

Selectmen’s Meeting

  Delta and Keith Merchand were in to discuss some issues with the water dept. billing. Not all water bills have gone out as a few meters need to be read again.

  Keith Fortier was in to see the Selectmen about putting a disinfectant mat on the Buffum Road for vehicles going into the egg farm. The Selectmen suggested putting a pull off before the driveway for this instead of putting it on the town road; they felt it would be a liability having it on the town road.

  The Selectmen are pleased to announce that the abatements with TransCanada have been settled. It was agreed to keep the tax rate the same as it is now for five years. The Selectmen are pleased with this settlement.

  The Selectmen reviewed and signed the manifest, approved 3 Use of Town Hall contracts, one intent to cut and signed a letter authorizing the Trustees to transfer $1,832.61 from the Utility Trust Fund to the Woodsville Bank General Fund to pay Upton and Hatfield LLC.

  The Selectmen discussed some of the projects to be done this summer. The new mowers for North Monroe Cemetery and for the town property have been ordered, they should be here in a couple of weeks. A bid notice for the Town Office Roof will be in the Bridge Weekly next week. The Selectmen asked Cindy to contact the Fence Company for a bid on replacing one side of the fence at the Monroe Cemetery. This is a four year project as we are trying to do one side each year.

  The Selectmen reviewed and signed the manifest, approved 10 Use of Town Hall contracts and signed the MS 232 for the Department of Revenue.

  The Selectmen had a conference call with Skip Sansoucy to discuss a contract for this year.

  Maynard Farr and Paul Hatch were in to discuss the contract for updating the Emergency Management Plan. There is a grant available for $3,500.00 with the town matching in kind. Robert Wormer made the motion to accept the grant for the Emergency Management plan, Dan Powers seconded, all in favor. Bob Wormer made the motion to have Mike Monaghan be the Selectmen Representative on the committee, seconded by Dan Powers, all in favor.

  PJ Blanchard was in to see if the Selectmen had gotten the permit to put the water line across the road to his property on Woodsville Road. The Selectmen have not done this yet but will contact the state about it.

  The Selectmen voted to appoint Wayne Fearon to the Budget Committee.

  The Selectmen reviewed and signed the manifest, approved seven Use of Town Hall contracts and signed one timber tax bill. The Selectmen also signed a letter authorizing the Trustees to transfer $200.00 from the Utility Trust Fund to the Woodsville Bank General Fund to pay Upton and Hatfield.

  The Selectmen received a petition to open the rest of Coppermine Road to 4-wheelers, they also requested that non street legal dirt bikes displaying a NH OHRV registration be allowed from the Water Tower road to the end of Coppermine (the RTE 135 end). The speed limit for both dirt bikes and

4-wheeelers will be 10 miles per hour. The Selectmen voted to allow this but if they receive complaints they will be shut down. This does NOT mean that dirt bikes are allowed from the Water Tower Road to Plains Road or on Plains Road.

  The Selectmen reviewed and signed the manifest and approved one Raffle Permit. The Selectmen also signed the Warrant and Budget to be posted for Town meeting.

  Delta and Keith Merchand were in to discuss getting a new computer for the Tax Collector. His computer is very old and in need of replacement, he would like to get a new one now so he can have it up and running before the June tax bills come out. The Selectmen approved buying the computer.

  Delta talked to the Selectmen about having Water bill due in 15 days instead of 30 days. The Selectmen discussed this and with the way the mail service is they voted to keep it at 30 days.

Selectmen’s Meeting

 

  The meeting started at the Town Hall with the Budget Hearings for both the school and the town. The School Budget was first with the Town budget following. It was a very poor turn out with only about 15 people attending. Both hearing were done by 7:45 P.M. and the Selectmen than went to the town office to continue their meeting.

 The Selectmen reviewed and signed the manifest and approved a transfer of $50,000.00 from the ICS account to the Woodsville Bank General Fund.

  Marilyn Bedell let the Selectmen know that Jessica Sherman has resigned as Deputy Town Clerk. We will be looking for a new deputy.

Selectmen’s Meeting

 

  The Selectmen reviewed and signed the manifest and approved two Use of Town Hall contracts. The Selectmen appointed Todd Webster as a Deputy Forest Fire Warden and removed Rick Ames. The reason for this is Todd Webster has been appointed as the Fire Chief as Rick stepped down from the position.

  PJ Blanchard was in with some questions on the zoning laws, Bob told him that the Planning Board will be meeting at 7:00 on Thursday night and he will discuss it with them. PJ asked if he should also be at the meeting and Bob said that would be a good idea.

  The Public hearing on the budget will be next Tuesday February 10th at the Town Hall, the school budget hearing will start at 6:00P.M. with the town’s to follow.

 The Selectmen met with the Budget Committee to go over the 2015 budget. Budget Committee members were Donna Mitton, Dick Cinnamond, PJ Blanchard, Greg Moore and Cindy Frazer.

Selectmen’s Meeting

 

  The Selectmen reviewed and signed the manifest, approved two Intent to Cuts, five Use of Town Hall contracts and one Raffle Permit. The Selectmen also authorized a letter authorizing the Trustees to transfer $4,346.15 from the Utilities Trust Fund to the General Fund. This is to pay George E Sansoucy $1,550.00 and Upton & Hatfield $2,796.15.

  The selectmen also signed a contract with Brett Purvis and Associates; this is a four year contract with no increases in cost.

  The Selectmen reviewed the loan rates from Woodsville Bank and Merchants Bank compared to the DES rates we have now and decided it was not worth changing the Water Dept. loan to another bank at this time.

  The Selectmen worked on the Warrant Articles. The Selectmen have asked to meet with the Budget Committee next Tuesday night at 7:00 P.M.

Selectmen’s Meeting

 

  The Selectmen reviewed and signed the manifest, approved 6 Use of Town Hall contracts and one intent to cut.

  The Selectmen discussed the water loan and have decided to check with Woodsville Bank and see what their interest rates are. Cindy will check into this and get back to them next Tuesday.

  The Selectmen voted to hire Matt Drew to insulate the basement at the Town Offices.

  Keith Merchand was in to discuss some issues with the basketball program. At this point one coach on each team has a key to the building and he feels that both of the boys coaches should have a key. The Selectmen agreed to this as long as the coach comes in to get the key and not send someone else. He was also asking about use of the 4-H room and was told that it could be used as long as their was a responsible adult in the room at all times.

  The Selectmen worked on the budget.

December 16, 2014

  The Selectmen reviewed and signed the manifest, approved a transfer of $1,525,000.00 from Woodsville Bank General Fund to Woodsville Bank ICS account, they also approved a transfer of $1,300.00 from Woodsville Water Dept. fund to the NHPDIP account. They approved a transfer of $11,799.83 from the NHPDIP Water account to the Woodsville Bank Water Dept. account.

  The Selectmen approved one Use of Town Hall contract.

  The Selectmen signed a letter authorizing the Trustees to transfer $725.00 from the Utility Trust Fund to the General Fund, as well as $595.00 from the Utility Trust Fund to the General Fund. This was to pay George E Sansoucy and Upton and Hatfield.

  David Arthur from National Grid was in with Attorney Steven Camerino to discuss the transmission line project with the Selectmen. They will be moving the lines from the Vermont side of the river to the New Hampshire side. This project will take about three years to complete and they would like a letter from the Selectmen saying they approve of this plan for the New Hampshire PUC.

  The Selectmen reviewed and signed the manifest, approved two Use of Town Hall contracts and one intent to cut.

  Cindy asked the Selectmen how many keys were to be given to coaches for basketball. It was decided that one key per team was all that should be given.

  John Lang was in to see the Selectmen about the value of Bob and Priscilla Locke’s property. He feels that the value is to high for a home that cannot be lived in. The Selectmen told him that he should fill out an abatement form. He asked about paying the taxes and was told he should pay them so no interest will be added.

  Kermit Ward was in to ask some questions on buildings. He wanted to know if he would be taxed if he had a building with wheels on it that could be moved from spot to spot. The Selectmen requested a picture of the building before making any decision. Once they receive a picture they will discuss it with the assessor.

Selectmen’s Meeting

 

  Bill Lang was in to talk to the Selectmen about the Water System. He was questioning who is responsible for paying for a new hook up to the Water System. He was told that the water Department will put the line in to the curb stop and the land owner is responsible from the curb stop to the home.

  The Selectmen reviewed and signed the manifest and approved three Use of Town Hall contracts, the Selectmen also signed to requests for transfers from the Trustees, one is for $80,000.00 from the Loader Fund and the other is for $1,139.00 from the Utilities Fund to pay Upton and Hatfield, LLP.

  Bruce Frazer was in to see the Selectmen to make sure they still wanted to put new doors on the back of the Town Hall. The money had been put in the budget to do this but we had not yet done it. They told Bruce to get hold of Bill Graves and get an estimate on the job as they would like it done before the end of the year.

Selectmen’s Meeting

 

  The Selectmen reviewed and signed the manifest. They also approved two intent to cuts and two Use of Town Hall contracts.

  The Selectmen and School Board have set the date for the public budget hearing, the date is Tuesday February 10th at 7:00P.M.at the Monroe Town Hall with a snow date of February 11th.

  The Selectmen have been reviewing the Personnel Handbook for the town; they have decided to make a few changes to it. Once these changes are made they will review it again.

Selectmen’s Meeting

 

  The Selectmen reviewed and signed the manifest and approved two Use of Town Hall contracts. The Selectmen also approved a transfer of $75,000.00 from the Woodsville Bank ICS account to the Woodsville Bank General Fund. They also approved a transfer of $1,600.00 from the Water Dept. fund to the NHPDIP Water fund. The Selectmen also signed paper work for the State of NH approving the Forest Fire Warden and Deputies for the year. All Fire Wardens are the same as last year.

  The Trustees of the Trust Funds were in to talk to the Selectmen about investing some of the trust funds; they went over each account and decided which could be put in long term accounts.

  The Selectmen opened the bids for plowing of Lang Road and North Monroe Fire Station; they received three bids, one from Gary Ward, Andre Provencal-Sanders and Cody Thompson. The job was awarded to Cody Thompson.

  The Selectmen discussed the parking at the Soccer Tournament. People were parking on private property and along Plains Road part way up the hill as well as on Rte. 135. They said that next year they want private properties tape off and parking signs put up so everyone parks in the parking area that the town has agreed to let them use.

Selectmen’s Meeting

 

 The Selectmen reviewed and signed the manifest, approved two Use of Town Hall contracts and three pistol permits.

 The Selectmen signed an amended letter to the Trustees of Trust Funds as one of the figures was wrong on the one sent on October 14th.

  The Selectmen reviewed the MS1 form for the Department of Revenue. This is the form we send to the state and they use to set our tax rate.

October 7,2014

 

 The Selectmen reviewed and signed the manifest, approved four Use of Town Hall contracts and one Use of Town Equipment contract. The Selectmen also approved a transfer of $700,000.00 from the ICS account to the General Fund.

 Alice Frazer was in to see the Selectmen about the key to the handicap lift at the Town Hall. She would like to see the key available to anyone using the hall. The Selectmen said it is available to anyone who needs it.

 The Selectmen voted to pay for shots that some FAST Squad members and Fire Dept, members needed due to a call they went on. The Workman’s Comp insurance has denied it saying it was a preventative action.

 The Selectmen would like to thank everyone who worked on the Harvest Festival.

 Pete’s Rubbish has notified us that some trash is not being bagged and tied. Any trash not bagged and tied will not be picked up. Also as a reminder you cannot put leaves and branches in the trash.

 The Selectmen reviewed and signed the manifest. The Selectmen were told that Raymond LaPete would not be plowing this winter so they are putting the job out to bid. The ad will be in the October 7th Bridge Weekly.

 The Selectmen discussed the abatements with TransCanada and New Hampshire Electric. They would like a meeting with Skip Sansoucy to see what is happening with them. They also voted to hire Judith Whitelaw from Mitchell Municipal Group, PA to represent the town against New Hampshire Electric.

Selectmen’s Meeting

 

The Selectmen reviewed and signed the manifest. They also signed a letter authorizing the Trustees to transfer $6,257.40 from the Utility Trust Fund to the General Fund. Out of this money $3,546.40 will be paid to Upton and Hatfield for attorney fees and $2,751.00 will be paid to George E. Sansoucy. The Selectmen also approved one intent to cut, one raffle permit, one Use of Town Equipment contract and five Use of Town Hall contracts.

 Bruce Frazer was in to see the Selectmen; he had been at a meeting at the school on Monday discussing putting in a generator for both the school and the water system. He filled the Selectmen in on the discussion at the meeting and said he would be attending the School Board meeting on Monday night as there would be further discussion then. Dan Powers said he would also plan to be at the meeting Monday night.

 The Selectmen would like to remind everyone that a building permit is needed if you are putting an addition on your home or any new buildings on your property. The Selectmen do have the right to make you remove and additions or buildings if you do not have a permit. There is no cost for the permit but it does need to be filled out and approved before you start building.

 This Saturday is the final large trash day for the year. You may drop your items off between 9:00 A.M. and 3:00 P.M. on Saturday. You may have one 4X4X8 load and these items must come from a home in Monroe. Items are not supposed to be dropped off at any other time.

Selectmen’s Meeting

 

 The Selectmen reviewed and signed the manifest.

 PJ Blanchard was in to talk to the Selectmen about the junk cars and buildings in disrepair. The Town has a policy about buildings that have burned or falling down that they need to be cleaned up within one year. The Town also has a policy that you cannot have more than two unregistered motor vehicles on your property .PJ feels it is time for the Selectmen to do something about this or take it off the books.

 Butch came in to meet with the Selectmen and discuss what to get for a loader as he has tried them all out. Each one of them has pros and cons but after much discussion it was decided the best one to get would be the John Deere. Bob Wormer made the motion to buy the John Deere, seconded by Dan Powers, all in favor.

 The Selectmen approved one pistol permit and one raffle permit.

 The Selectmen have appointed Dick Cinnamond to take Lothar Riba’s place on the budget committee.

 The Selectmen discussed putting shutters on the front of the town office building; Cindy will get an estimate on the cost of them.

 We would like to remind everyone that the Town Clerk’s Office will be closed on Tuesday September 9th due to the Primary voting. The polls will be open from 8:00 A.M. until 7:00 P.M.

August 26, 2014

 

 The Selectmen reviewed and signed the manifest and approved two Use of Town Hall contracts.

Rocky Bunnell was in to see the Selectmen about a logging job he may be doing. This job is off from Pine Hill and he would like to enlarge the turnaround at the end of the road so the trucks can get turned around. He has talked with the land owners and received permission from them and would now like the Selectmen’s blessing. The Selectmen said as long as the land owners were ok with it they would be fine with it.

 The Selectmen approved a transfer of $25,000.00 from the Woodsville Bank ICS account to the Woodsville Bank General fund; they also approved a transfer of $1,200.00 from the Woodsville Bank Water Department account to the NHPDIP Water Department account.

 The Selectmen approved two building permits.

You will be happy to know we now have a sign at the Town Offices!

August 19, 2014

 

 The Selectmen reviewed and signed the manifest, they also authorized the transfer of $2,450.00 from Woodsville Bank Water Dept. account to NHPDIP Water account.

 Keith Merchand was in to talk with the Selectmen about a call he had from Attorney Oliver. Attorney Oliver works with a Conservation Group that is trying to make the Connecticut River a place for canoeing and camping. They are trying to clean up some of the islands and make picnic areas and camp sites on them. One of the islands is in Monroe and the owner is unknown, the Attorney has searched deeds and cannot find who owns this island, no one has paid taxes on it. The attorney suggested that the town take ownership of the island and then they could donate it to the conservation group if they wanted to. The Selectmen said they did not mind going through the steps to take ownership but would not donate it to anyone. They thought it would be better to keep it as town property.

  The Selectmen received a letter from the school asking if one of them would consider being on a committee to make a five year plan for the school. This would involve three meeting , the first two meeting would be all day. The Selectmen did not feel that they wanted to do this.

  The Selectmen voted to have Don Burke paint the trim on the town office building as well as the interior of the vault in the town office building.

 Many people have been asking when the sign will be put in front of the Town Offices. The sign has been ordered and should be here soon.

 In doing the minutes for August 12th meeting I forgot to put in that the Selectmen approve two Use of Town Hall contracts and denied one building permit.

Selectmen’s Meeting

 

 The Selectmen reviewed and signed the manifest, approved one Use of Town Equipment contract and signed the MS1 extension form for the Dept. of Revenue.

 The Selectmen approved a change in the Water Department fees. Butch is no longer doing any of the Water Dept. work so when water needs to be shut off or turned on Woodsville Water and Light will be doing this. The cost of having Woodsville Water and Light do this adds to our expenses so the Selectmen have changed the shut off fee to $50.00 and the turn on fee is also $50.00 now.

 The Selectmen discussed what to get for a computer for Cindy as hers has died. It was decided to get an All in One from Staples and have Jared set it up for her.

All Selectmen Present

 

 Steve Whitney from Bath was in to meet the Selectmen; Steve is running for County Commissioner and wanted to introduce himself to the Selectmen. Steve worked for the county for over 25 years so feels he has a pretty good idea of what is going on.

 Randall Northrop from Corrette and Associates was in to discuss the audit with the Selectmen. Our audit went well and Randall made a few suggestions on things that could be done differently. Randall has also been working with the Trustees to set up their accounts in quick books and show them how to do the different reports that they need.

 The Selectmen and Butch discussed the loader bids. They have picked three loaders that they are interested in and will ask the salesmen to bring them up for us to look at and try out before making a final decision.

 The Selectmen reviewed and signed the manifest, approved two Use of Town Hall contracts, and signed an authorization to transfer $1,600.00 from the Water Dept. General Fund to the Water Dept. PDIP account. The Selectmen also signed the MS5 for the Department of Revenue.

The Selectmen opened the bids for the loader. Bob Hunt from Anderson Equipment was here as well as Mike Turner from NorTrax and Mike Ouellet from Chadwick- BaRoss. The Selectmen received 5 bids and will review them before making a decision.

  The Selectmen reviewed and signed the manifest, approved a transfer of $2,400.00 from Woodsville Bank Water Dept account to the NHPDIP Water Dept account. Three Use of Town Equipment contracts were also approved by the Selectmen.

 The Selectmen received a letter from DES requesting more information for the culvert permits for Smutty Hollow Road. Horizon Engineering will get the information to both DES and the Selectmen.

The Selectmen reviewed the bid letter for a new loader and it will be mailed out to five companies this week with bids due back by July 29th.

 The Selectmen reviewed and signed the manifest, approved one Use of Town Hall Equipment contract and one pistol permit. The Selectmen also reviewed the budget.

 Rob Martin had talked with Dan Powers about the 7th and 8th graders doing some community service for the town; he had suggested that they could paint the benches for us. The Selectmen have agreed to this.

 The Selectmen would like to remind everyone that a building permit is needed before starting any new building or addition on your property.

 Jessica Sherman was in to discuss the summer reading program with the Selectmen. She wanted to let them know that she had been invited to the school to do a presentation at the school about the program and what her plans were for it.

 The Selectmen would also like to remind everyone that the Town of Monroe has a leash law; dogs are not allowed to run loose.

 The Selectmen reviewed and signed the manifest and approved two Use of Town Hall Equipment contracts. The Selectmen also approved a transfer of $450.00 from the Woodsville Bank Water Dept. account to the NHPDIP Water account.

 The Selectmen signed a three year contract with Pete’s Rubbish for the weekly pickup. This was put out to bid and the only bid was from Pete’s Rubbish.

 As of Tuesday afternoon the nitrate treatment system is flushing into the school’s leach field. There is very little that needs to be done to complete the project now.

Selectmen’s Meeting

May 27, 2014

 The Selectmen reviewed and signed the manifest, approved one building permit and two Use of Town Hall Equipment contracts. They also signed one timber tax warrant and a one year contract with Woodsville Ambulance.

 The use of the town hall and the equipment was discussed. The hall can only be used by residents of Monroe and the request has to be for grandparents, parents, siblings or children. The hall is not available for nonresidents, as for as the equipment contract, dishes and silverware cannot be removed from the town hall. Some people have been taking items without a contract and if this continues all keys will have to be returned to the Selectmen’s Office. The Selectmen are trying to keep track of things so that we don’t have to replace missing items. If using the town hall the key needs to be picked up at the Selectmen’s Office during regular business hours.

 Maynard Farr was in to see the Selectmen as he is concerned about the use of the handicap lift. Maynard has been at two functions lately where the lift was needed but the key was not available. After some discussion it was decided to amend the Town Hall contract to include a question asking if the lift key is needed and if so it will be given with the door key when that is picked up.

 Phase three of the Nitrate Treatment System has begun. We are happy to report this is the final phase of this project.

Selectmen’s Meeting

 

 Clay Chace was in to see the Selectmen he wanted to let them know that on the Buffum Road by his parent’s house the road is undermined. Bob Wormer said he would stop and look at it on Wednesday to see what needed to be done.

 Randall Northrop from Corrette and Associates was in to let the Selectmen know that he is still working with the Trustee’s to get the trust accounts set up properly. They are setting all accounts up in quick books for both the Town and the School. Randall also reminded the Selectmen that his contract is up December 31st and recommended that we put the job out for bid. He did say he would give us a bid.

 The Selectmen reviewed and signed the manifest, approved a $50,000.00 transfer from the ICS account to the Woodsville Bank general fund. They also approved a transfer of $1,150.00 from the Woodsville Bank Water Dept. account to the PDIP Water Dept account. The Selectmen signed the tax warrant , two timber tax bills, two intent to excavate and one Use of Town Hall contract.

 Phase Three of the Nitrate Treatment system should be starting on May 27th.

Selectmen’s Meeting

All Selectmen Present

 

 The Selectmen reviewed and signed the manifest, approved one Use of Town Hall contract and one Use of Town Equipment contract. The selectmen reviewed the income and expense report and approved two intent to excavate forms. The Selectmen also approved a transfer from the Town of Monroe Water Department to the NHPDIP Water Dept. fund of $650.00.

 Mark Evens from Berlin New Hampshire was in to meet the Selectmen. Mark is running as a republican for State Senator this year. He was on the Berlin Town Council for four years and is now on the Planning Board. Mark said he is running as he feels we need more local control and fewer taxes.

  Todd Webster was in and asked the Selectmen if they would budget for a new lawn tractor for North Monroe Cemetery next year. The Selectmen said they would do that.

  The Selectmen discussed what was needed for a new loader. Dan Powers will write up a proposal for the Selectmen to look at next week and send out to different dealers.

 On Thursday May 8th the Selectmen went to Grafton County Nursing Home to present Bernice Blake the Monroe Town cane for being the oldest resident of the Town of Monroe, Bernice will be 100 years old on May 17th. Buster Bates had made the cane for the town, a second cane and case was also made by Buster and will be on display at the Monroe Town Office. Andrea Fitzgerald was there and took pictures and also did an interview with Bernice which should be in this week’s Bridge Weekly.

Selectmen’s Meeting

All Selectmen present

 

  The Selectmen met with Neal Faulkner from Tri State Drilling and Boring, Inc. to sign the notice of award, bid agreement and notice to proceed for contract 3 of the nitrate treatment system. Neal is hoping to start the job in the next couple weeks.

  Todd Webster was in to bring the Selectmen information on John Deere tractors with baggers. The Selectmen told him they would look it over and Todd said he would come back in next week. The Selectmen looked at the information and decided that we could not buy a tractor at this time as we did not budget for one.

  Rick Ames came in to see the Selectmen to give them an update on what the Fire Dept is doing. They are having training two nights at the station. They have also got a new paging system which will let them know who is responding to calls. Rick said this is very helpful.

  The Selectmen signed one Use of Town Hall contract and one Use of Town Equipment contract. They reviewed and signed the manifest and reviewed the income and expense report.

  Delta Merchand came in to talk with the Selectmen about the water billing. The Selectmen had asked her to include meter readings on all water bills and Delta said that the system she uses will not save that information for her so she would have to input this information each month. She has checked with area towns on what they use for programs and also called Avitar about a program to do this. The cost of changing programs is going to be to expensive so the Selectmen decide that the meter reading book will be kept in the Selectmen’s Office and anyone wanting to know what the reading for their meter was can stop in and see Cindy.

  Delta also let the Selectmen know that the Trustee’s have a court date of May 14th at the Caledonian County Court to see what we can do with the Buffum Fund Trust account. She requested at least one Selectman go also. Both Dan and Mike said they would be able to go.

  Cindy told the Selectmen that we have received a large bill from George E. Sansoucy for the Power Company assessing and wanted to know if we could open the Trust Fund now instead of waiting until July. Monica Jaynes had recommended opening it and putting half the money in now and the other half in July. The Selectmen approved doing it that way.

  The Selectmen reviewed the budget.

 The Selectmen reviewed and signed the manifest and reviewed the income and expense report.

 Todd Webster was in to talk to the Selectmen about getting a new ride on lawn mower with a bagger for the North Monroe Cemetery. Todd will look into prices of them and get back to the Selectmen.

 The Selectmen approved one intent to cut, one intent to excavate and signed one yield tax bill. The Selectmen also signed an authorization to transfer $2,500.00 from the Monroe Water Dept. General Fund to NHPDIP water dept. fund.

 Merle Jones was in to see the Selectmen, he had been in earlier this year and requested that the meter readings be put on the water bills and this did not happen. The selectmen said they would send a letter to Delta telling her to include meter readings on all water bills.

 The Monroe Water Dept. has got the approval from DES to do contract 3 of the Nitrate Treatment System. The Selectmen plan to meet with Tri State Drilling and Boring, Inc next Tuesday night to sign everything so the job can be done.

 The Selectmen reviewed and signed the manifest and reviewed the income and expense reports.

 Delta Merchand was in to give the Selectmen an update on the Trustee of Trust Funds. The Trustee’s met with the Auditor on April 16th and went over how Randall would like them to handle the funds and reports. Randall would like the Trustee’s to have a computer with Quick Books on it for all of the Trust accounts and for the Trustee’s to input all information from December 31, 2012 up to date. Dan Powers said that he has a laptop they may have if it fits the needs and the town will put the QuickBooks program on it. This computer already has excel and words on it. Dan will bring the computer into the office and Cindy will get hold of The PC for Me to check it out and make sure it will do the job. As of April 1, 2014 the Trustee’s have 23 accounts and the Town will be starting another one with them soon.

 The Selectmen signed two authorizations to transfer funds, one is to transfer $1,800.00 from the Woodsville Bank Water Department Fund to the Water Department PDIP account, and the second one is to transfer $425.66 from the PDIP Water Dept. account to the Woodsville Bank Water Dept. account.

 The Selectmen discussed the Water Dept. Nitrate Treatment Contract 3. All of the paperwork is done and will be sent to Dan Dudley at DES on Wednesday and as soon as it is approved we can move forward with finishing the project.

 The Selectmen reviewed and signed the manifest, approved one intent to cut and three Use of Town Hall contracts. The Selectmen reviewed the income and expense reports and signed a corrected manifest for April 1, 2014.

 The Selectmen voted to close the Town of Monroe History Fund and return the money to the Trustee of Trust Funds as no one is working on updating the Town History.

 The Selectmen opened the bids for phase three of the Nitrate Treatment System, only two bids were received. The Two Company’s bidding was Tri- State Drilling and Boring and P&R Excavating Services Inc., the Selectmen awarded the job to the lowest bidder which is Tri State Drilling & Boring.

 The Selectmen reviewed a bill from George E Sansoucy and decided they would like a little more detail on it before paying.

The town has put weight limits on the roads for the spring season.

The Selectmen had planned on a pre bid meeting for the third phase of the nitrate treatment system at this Selectmen’s meeting. We had two people who called and were unable to make the meeting so we have sent them the information. No one showed up for this meeting.

Delta Merchand has been appointed to the Trustee of Trust Funds so she came in to discuss the funds with the Selectmen and see if they could answer a few questions for her. We are still looking for one more trustee, if anyone is interested please contact the Selectmen’s Office.

The Selectmen reviewed and signed the manifest and also reviewed the income and expense report.

The Selectmen voted to appoint Delta Merchand to the Trustee of Trust Funds. They are still looking for one more Trustee. They also appointed Rocky Bunnell and Lincoln Jewell to the Planning Board.

The Selectmen approved two Use of Town Hall contracts and signed a maintenance contract with Power Point for the generator at the Town Hall.

The Selectmen signed a request to transfer $500,000.00 from Woodsville Bank ICS to the Woodsville Guaranty General Fund.

The Selectmen discussed the Water System. They will be meeting with the contractors for phase 3 next Tuesday night.

The Selectmen reviewed and signed the manifest; they also reviewed the income and expense for the last two weeks. The selectmen approved four Use of Town Hall contracts and signed the MS2 (Report of Appropriations Actually Voted) for the Department of Revenue. The selectmen signed 0ne Intent to Cut and approved one veteran’s credit, they also voted to remove one veteran’s credit as the person is now claiming Florida as their residence.

The Selectmen discussed the final phase of the nitrate treatment system, letters will be sent out this week to contractors to bid on this project. The Selectmen are hoping to have this completed by the end of May.

 The Selectmen reviewed and signed the manifest, reviewed the income and expense report, and signed an authorization to transfer $50,000.00 from the Woodsville Bank ICS account to the Woodsville Bank General Fund. The Selectmen also approved four Use of Town Hall contracts.

  Rick Ames was in to see the Selectmen, he has noticed that some of the Fire Hydrants have not been cleared and felt that this should be taken care of. The Selectmen agreed with Rick and said they would contact Butch and get it taken care of. Rick also discussed the flushing of the hydrants with the Selectmen; he would like someone besides the Fire Department to do this job. The Selectmen said if we had Woodsville Water and Light do this job it would be very expensive and did not feel that the Water Users should have to pay for it. The Selectmen voted all in favor that this is a job of the Fire Department.

  Bruce Frazer was in to let the Selectmen know that he had ordered pellets and it would probably be a month before we got them.

  The Selectmen will not be meeting on Tuesday March 11th due to Town Meeting.

 Bruce Frazer was in to see the Selectmen about the Pellet Boilers, we are getting low on pellets and he is not sure we will have enough to get through the rest of the winter. The Selectmen told him to check on the price and if they have not sky rocketed to order some.

 Dr Hammer was in about the letter he received in regards to the Historical Society. In order to be tax exempt the building has to be open to the public at least one day a year. Dr Hammer said that he would like to have the building open during Harvest Festival.

  The Selectmen reviewed and signed the manifest; they also reviewed all income and expenses for the last week.

  Peter Zambon was in to see the Selectmen. He came to discuss the loan payment for the nitrate treatment system. He feels the payment should be figured on the water usages each quarter and not a flat rate for everyone. The Selectmen explained that this was a flat rate as it was for the loan that the entire town voted on and they did not feel it should be figured by usage.

  Peter also discussed dogs in Harley View running loose. He would like the Selectmen to do something about this. He was told if he had a problem with dos he could call the State Police about it.

   Merle Jones was in to see the Selectmen about the loan fee for the Water Department. He also felt it should be figured differently.  Merle also asked if the meter readings could be put on the water bills, the Selectmen said they would have that added to the bill.

  The Selectmen approved one Use of Town Hall contract.

  The Selectmen reviewed the budget and warrant articles. They will be meeting on Monday, February 10th at 3:00P.M. to finalize the warrant articles. This meeting will take place at the Monroe Town Office.

All Selectmen Present

 

 The evening started at 7:00P.M. with a budget meeting with the budget committee. Budget Committee members present were Joyce Cate, Donna Mitton, P.J. Blanchard, Steve Sherman, Greg Moore and Joan Mead. The Selectmen and budget committee went over the budget and warrant articles and the budget committee asked a few questions. Steve Sherman asked how much we were saving by using the pellet boilers along with the oil heat. The Selectmen said they have never really taken the time to figure that out. This year with the repair work on the pellet boilers they do not think there are any savings. One of the Warrant articles is to buy a new loader which the budget committee was in agreement with, Steve Sherman felt if we were going to buy a new loader that maybe we did not need to put money in the Capital Reserve Loader Fund this year. Donna Mitton, Joyce Cate and the Selectmen felt we should continue putting money in the fund. The Budget Committee also suggested putting a warrant article for the repairs and lease of a loader in case article two does not pass, the Selectmen agreed with this also. It was also suggested adding money to the interest line; if we buy a new loader we will have an interest payment before the end of the year. Joyce Cate suggested putting in a warrant article giving the Selectmen and Treasurer permission to borrow money in anticipation of the collection of taxes and to be repaid when the tax money is received.

 The Public Hearing for the budget will be on February 11th at the Monroe Town Hall. The meeting will start at 6:00P.M. with the school budget with the town budget hearing  to follow.

 The Selectmen reviewed and signed the manifest, approved two Use of Town Hall contracts and one Raffle Permit.

 The Selectmen reviewed the income and expenditures of both the General Fund and the Water Department for the month of January.

 The Selectmen discussed the loan for the Water Department, we will have to start making payments in September or October and the payments are yearly payments. In order to have the money to make this payment the Selectmen voted to have a loan fee put on the Water bills starting in April. The April and July bills will both have a $50.00 charge for the loan payment and on the September bill; the charge will go to $25.00 for each billing.

The Selectmen discussed the water system. Cindy had contacted Dan Dudley at the Department of Environmental Services about the loan for the nitrate treatment system; we will have to start making payments this summer. Dan has estimated the yearly payment to be about $13,600.00 for 15 years. The Water Dept. customers will have a line added on to the water bill for the loan payment.

 The Selectmen worked on the budget and the warrant articles; they will be meeting with the budget committee next Tuesday.

  The Town has had a couple of calls about dogs running loose in town, we would like to remind everyone that we do have a dog ordnance in the entire town. Please keep your dogs at home or on a leash.

 Merle Jones was in to see the Selectmen, he wanted to let them know that the town’s plow had hit the granite post at the end of his driveway and would like the town to repair it. He also talked to the Selectmen about updating the Veteran’s Monument at the common.

 Jeff Woodburn, State Senator for District One was in to see the Selectmen. Jeff is trying to make a point of visiting all towns and schools in his district. He also visited Monroe School on Tuesday and said that our students were very well behaved and asked him some good questions. The Selectmen talked to him about our road conditions in the North Country.

 The town and the school have set a date of February 11th for the budget hearing with a snow date of February 18th. I believe the school will start at 6:00 P.M. with the town to follow. This will be held at the Monroe Town Hall in the dining room. The Selectmen plan to meet with the budget committee on January 28th at 7:00 at the Monroe Town Offices.

 The Selectmen reviewed and signed the manifest, approved four Use of Town Hall contracts and one pistol permit.

 The Selectmen discussed the easement deed that the School Attorney drew up for the Water Dept. easement. The Town attorney, Kevin Bruno looked at it and thought there needed to be a couple of changes made. Cindy will call Rob Martin and see if the board will approve having the two Attorney’s work together so it will be done right.

 Bruce Frazer came in and discussed a list of items that need to be considered for the budgets over the next few years. The Selectmen worked on the budget.

 Cindy gave the Selectmen a new report to review which shows all income and expenses for the week. She is planning on having this report weekly for them.

 The Selectmen will not be meeting for the next to week due to Christmas Eve and New Years Eve. The next meeting will be on January 8th.

Deb Fiske had asked Cindy about the PTF using the Selectmen’s old office at the Town Hall for storing the PTF’s things as the school has no place for them to store things anymore. The Selectmen voted not to do this as they would like to keep that as a meeting room.

 The Selectmen voted to buy blue board insulation for the basement for the Town Offices. They feel that having the basement insulated will help lower the oil bills.

 Roger Emerson was in to discuss his property appraisal with the Selectmen. The Selectmen said they would have the Assessor review it and get back to him.

 PJ Blanchard was in to let the Selectmen know about some streetlights that are not working. He also asked the Selectmen to put money in the budget for the fence at the Monroe Village Cemetery. It has been a few years since the fence was painted and it is in need again.

 The Selectmen reviewed and signed the manifest, approved three Use of Town Hall contracts and one Use of Town Equipment contract.

 Misha Turnbull was in to see the Selectmen; he is doing a report on municipal infrastructures and wanted to ask the Selectmen some questions.

 The Selectmen discussed the Water System; they had talked to the School Board about using their leach bed for the nitrate treatment system as we do not have enough money to finish the project any other way. The School Board voted to approve it and we are now waiting on the school attorney to review the paperwork.

 The Selectmen went over the budget and started working on next year’s budget.

 The Selectmen reviewed and signed the manifest, approved two raffle permits and two Use of Town Hall contracts. The Selectmen also signed the 2013 Equalization Assessment Data Certificate for the Department of Revenue.

   Rob Martin and Lincoln Jewel from the Monroe School Board came in to meet with the Selectmen, the Selectmen had asked the entire School Board to come but these were the only two available. The reason they were asked to come in is that the Water Department does not have enough money to complete the Nitrate Treatment System so the Selectmen are again requesting the use of the school leach fields. Rob and Lincoln listened to what the board had to say and said they would discuss it with the School Board at their next meeting and invited the Selectmen to join them. The next meeting for the School Board is Thursday night at 6:30P.M. and the Selectmen have agreed to join them.

 The Selectmen discussed the Nitrate system further than Dan Powers made the motion to reject all bids on phase 3 of the nitrate treatment system, seconded by Bob Wormer, all in favor.

  Marlyin Bedell asked the Selectmen for clarification on the check writing policy to do with people who have written a bad check with the Town of Monroe. Te Selectmen told her that when we receive a bad check the person is not allowed to write another check for three years from the date of repayment.

  THE TOWN CLERK AND SELECTMEN’S OFFICE WILL BE CLOSED ON FRIDAY NOVEMBER 15TH THEY WILL REOPEN ON MONDAY NOVEMBER 18TH AT 152 WOODSVILLE ROAD.

 The Selectmen reviewed and signed the manifests, approved one intent to cut and one Use of Town Hall contract.

 The Selectmen discussed the use of keys for the coaches for basketball season. They have made a change in the contract for coaches as we had a problem last year getting the keys back at the end of the season. The coaches will have to agree to return their keys within one week of the end of basketball season or they will be charged $10.00 per key. Last summer the Selectmen changed the lock on the front door due to the fact that keys were not returned.

 The Selectmen discussed Phase 3 of the Nitrate Treatment System. Bids will be opened on Wednesday and hopefully work will start shortly after that.

  The Selectmen also signed papers for Woodsville Bank due to changes made in our accounts.

  The selectmen have chosen what they want for a town seal. They will be using the one Gillian Morrison did except they want the bridge changed to a covered bridge. Gillian has said that her son in law will make the final format for us. When we get this done we will have it on the Town web site.

  The Selectmen signed a contract with FX Lyons to put an air release valve in the pump house on the bedrock well.  This should take care of the air in the water system.

  We are still having a problem with air in the water system, we do know which well is having the problem and are now trying to figure out the problem and fix it. The Department of Environmental Services has approved Phase 3 of the nitrate treatment system. The ad will be in the Manchester Union Leader the first of the week, we use this paper as it is the one the state requires us to use. All bids need to be in by November 6th and we are hoping to start the job soon after that.

  The Selectmen have set a moving date! We plan to be open in the new offices on November 18th. We will keep you posted on how things are going.

 Dr. Jeannie Richards, the new Superintendent at Monroe School was in to meet the Selectmen. They discussed many things to do with both the Town and School events.

 The Selectmen reviewed and signed the manifest, approved one building permit, two use of town hall contracts and one use of town equipment contract.

  The Selectmen discussed phase 3 of the nitrate treatment system. The plans have been sent to Dept. of Environmental Services for approval.

  Marilyn Bedell discussed the state requirements for a computer system for doing registrations. The state is requiring us to change systems but will not pay for the new system. We will also have to pay for the connection to the state system, these are things that the state has always paid for. These changes will have to be made when we move to the new offices.

  The Selectmen approved the PTF using the parking area by the wells that was used for the Harvest Festival for the soccer tournament at the end of the month.

Selectmen’s Meeting

 

Bob Wormer and Dan Powers present

 

 The Selectmen reviewed and signed the manifest, approved three Use of Town Hall contracts, two Use of Town Equipment contracts and two Building permits.

  The Selectmen are pleased to announce that the DO NOT DRINK ORDER HAS BEEN LIFTED. The nitrate treatment system is up and running so the state has lifted the order. We still have work to do but are waiting on the approval of the state for phase 3. This phase will be putting in a leach field for the nitrate treatment. We are hoping to get this approved and done before winter. The pump was pulled in the bedrock well on Tuesday and a camera was put down the well on Friday to see what is going on in that well. Everything looks fine so the new pump will be put in shortly.

  The Selectmen have asked Butch to put up a sign at the Town Garage where the electronics are stored telling people they cannot take them. Once they are dropped off for disposal the town will dispose of them.

  The school had put in a request for $813,760.75; the town did not have that amount to give the school so the school agreed to take $413,760.75 for this quarter’s payment instead.

  The Selectmen have sent the dates for the budget hearings They will plan to meet with the budget committee on Tuesday, January 28th and the public hearing is planned for February 4th with a snow date of February 11th.

  The Selectmen signed a contract with Vermont Fence Company to put guardrails on a portion of Nelson Road.

 The Selectmen looked at the drawings of all the town seals that were on display at the Harvest Festival. They thought there were a lot of great ideas and were very happy at the number of them we received. When they have made their decision on what they would like we will let you know.

  The Selectmen discussed the Water System. The Dept. of Environmental Services has finally approved a temporary permit for the disposal of the salt water but we are still waiting on the approval of the permanent site. The Selectmen have contacted Ray Burton to see if there is anything he can do to help move things along.

  The Selectmen filled out paperwork for the third disbursement of the Water Dept. loan.

 The Selectmen discussed the Water System; we are now on hold waiting for DES to approve the plans for the nitrate disposal system. They decided that if DES does not approve this soon they will call Ray Burton and see if he can help us.

  The Selectmen reviewed the budget.

  The Selectmen reviewed and signed the manifest and approved one Use of Town Hall contract. They also signed a contract with FX Lyons to pull the pump in one of the wells that we are having a problem with.

  Dan let the other Selectmen know that the state has decided we do not need to get a permit for our leach bed for the water system. This will save the water Department some money. Steve Roy and Mitch Walker from DES will be here Thursday or Friday to look at the area where the leach bed will be.

  The Selectmen voted to approve the new appraisals for the town. All tax payers will be receiving this information from Brett Pervis and Associates in the next few days.

  In the Pull Out and Keep section of the Harvest Festival newsletter the dates are wrong. The dates should say Friday September 27, Sat. 28th and Sunday the 29th.

  The Selectmen discussed the Water System. We are now working with DES to get approval for Phase 3. This will be the final phase of the Nitrate Treatment System.

  The week of September 9th through the 13th the only hours the Town Clerks Office will be open is Tuesday September 10th from 6:00 – 8:45 P.M. We should be back to regular hours starting September 16th.

  The Selectmen reviewed and signed the manifest, approved one Use of Town Hall contract and one Use of Town Equipment contract as well as two pistol permits.

  The Selectmen discussed the Water System. The nitrate system should be up and running soon and we are hoping at that time the State will take the Do Not Drink order off. They are still working with DES to come up with a final plan for the disposal of the salt brine.

  The Selectmen approved a new policy for returned checks, this policy will go into effect immediately.

Returned Checks

 

As of August 28, 2013 the policy for returned checks will be;

  1. Call the person and give them one week to come in and pay for the check with cash or a bank check with a $10.00 fee.
  2. If the person does not respond within that week with the money they will be sent a certified letter and will be charged the $10.00 bank fee, $25.00 overdraft fee and the cost of the certified and must come in within ten days to pay with cash or bank check.
  3. If the person does not bring in the money within 10 days we will contact the attorney to handle the matter and these fees will also be charged to the customer.

 

 The Town Offices will be closed on September 2nd for Labor Day.

 The Monroe Post Office will be starting its new hours on September 9th. The new hours are Monday through Friday from 8:00 to 10:00 and 3:00 to 5:00. The Saturday hours will stay the same.

  The Selectmen reviewed and signed the manifest, approved one Use of Town Equipment contract and one building permit. The Selectmen also signed a three year contract with Primex for our Property Liability insurance.

  John and Sandy Lang as well as Cindy Hutchens were in to thank the Selectmen for their help and concern for Bob and Priscilla Locke. They also wondered if we had heard any more from the state on the situation. Cindy told the Selectmen she had received a letter that said some help may be available. The Selectmen did respond to the letter and we are now waiting to hear back. A copy of both letters were given to Sandy Lang.

  The Selectmen discussed the Nitrate Treatment System. Phase II is almost completed and the Selectmen will have a walk through with the contractor as well as Jon and Matt from Horizon Engineering on Wednesday August 21st. On Friday August23rd the Selectmen will have a meeting at the nitrate treatment building with Gilford Well people as well as Horizon Engineering , Woodsville Water & Light and Dan Dudley from DES.

  Marilyn Bedell will be back to work on Monday August 26th so we will be going back to the regular hours for her office.

 The Selectmen reviewed and signed the manifest, approved three Use of Town equipment contracts and one Use of Town Hall contract.

 Bob Morency from RCAP Solutions was in to discuss the upkeep of the Water System. He suggested they use a chart to identify the life span of the different components to the water system. This would make it easier to plan on repairs and the cost of them.

 Matt Hernick from Horizon Engineering was in to go over the plans for Phase 3 of the Water Treatment System with the Selectmen, with the Selectmen’s approval he will now send it to DES for approval.

   The Selectmen discussed the work being done on the new Town Offices. The work is coming along good and we should be able to move in before winter.

 Marilyn Bedell had hoped to come back to work on Monday August 19th, as she is not healing as quickly as she thought she will not be back before August 26th. The Town Clerk’s office will be open on Tuesday from 8:30 until noon and 6:00 until 9:00 and also 8:30 until noon on Thursday.

  The Selectmen reviewed and signed the manifest and approved two building permits.

   The Selectmen discussed painting the bathrooms here at the town hall and also having someone do repairs to the parking lot. Bruce will get estimates for them.

  Rick Ames was in to talk to the Selectmen about doing some repairs to the driveway at the North Monroe Fire Station; he felt that some cold patch would handle it. The Selectmen will talk to Butch about this.

 The Selectmen discussed the Nitrate Treatment System. Dan is going to get hold of Jon at Horizons Engineering to see where we stand on Phase 3.

 The Selectmen discussed the estimates for putting new culverts in on Smutty Hollow Road.

The Selectmen received a letter of resignation from Leonard Bonosevich for the Trustees of Trust Funds. They will be looking for someone to replace him.

 

The water will be shut off on Monday August 12th from 8:00 until 2:00 to replace a broken valve. This should not include Coppermine Road and most of the Plains Road.

  We would like to remind everyone that the Town Clerks hours will be different for at least the next two weeks. The Town Clerks Office will be open on Tuesday from 8:30 until noon and 6:00 until 8:45P.M., it will also be open on Thursday’s from 8:30 until noon.

  The Selectmen reviewed and signed the manifest, approved two use of town hall contracts and one use of town equipment contract as well as one pistol permit. The Selectmen also approved two cemetery deeds.

  Rick Ames came in to see the Selectmen as he had concerns about bills being paid from the Fire Dept. account without his approval. The Town of Bath had a Forest Fire and we paid the members of Monroe Fire Dept. that responded out of the Fire Dept budget, we were than reimbursed by the Town of Bath. Rick would like to see a separate line added to the budget for forest fires. The Selectmen told him that we cannot hold back on payroll but would make sure to give him a copy of anything paid from the Fire Department account.

  Brad Bailey was in to see how we were coming on the permits for the culverts on Smutty Hollow Road. He was told we are still on hold waiting on the engineers. When we receive the permits they will be good for five years.

  Bruce Frazer was in to get the approval of the Selectmen to have Jim help him on Friday to clean out the basement at the clinic building. The Selectmen said that would be fine.

  The Selectmen reviewed the draft contract for the work on the new town offices. They did make a few changes and sent it back to Kevin Bruno. They would like to have it back so it could be signed on Friday and work could start on Monday.

  Marilyn Bedell will be having surgery on August 1st and will be out of the office for at least two weeks. We will have Patsy Woods from Bath and Bette Pollock from Haverhill covering for her. You might want to call and make sure the office is open as I am not sure of hours at this point. As soon as we get that figured out we will let you know.

 Don’t forget that Saturday July 20th is large trash day.

  The Selectmen received three bids for the new town office job. The low bidder on the job was Graves Builders. The Two other bidders were J. Brown Builders and Fischer Construction, LLC. Bob Wormer made the motion to award the job to Graves Builders, seconded by Day Powers, both in favor.

  The Selectmen received a contract for the Use of the School Building and Grounds for the Harvest Festival; they are going to discuss this with the school board at the next school board meeting before signing it.

  The work on the water system began on Monday. The plan is to have the job done by the middle of September if all goes well.

Meeting started at 7:00P.M.

 

  The Selectmen reviewed and signed the manifest, approved two Use of Town hall contracts and one pistol permit. The Selectmen also signed a one year contract with Woodsville Ambulance.

  The Flower Club sent a request to the Selectmen asking to have the monument in the common cleaned. The Selectmen agreed to do this and asked Cindy to call Gandin’s in South Ryegate to do the job.

  The Selectmen went into nonpublic session at 7:30P.M. for personnel reasons. Bob Wormer made the motion to go into non public, seconded by Dan Powers, all in favor. Dan Powers made the motion to come out of non public session at 8:00P.M., seconded by Bob Wormer, all in favor. Mike Monaghan made the motion to seal the minutes until June 25, 2018, seconded by Dan Powers, all in favor.

  Cindy told the Selectmen there have been complaints on the Shafer property here in the village. The lawn has not been mowed at all this year and the tree in the front yard is falling over with one branch hanging out in the road. Bruce called the state highway dept. and they did come down and cut the tree branch that was hanging out in the road. Cindy has been trying to contact someone from the bank that owns the property to take care of this situation but has not had any luck yet. A resident did come into the Selectmen’s Office and offer to take the tree down and mow the lawn if the town would pay him to do it. The Selectmen said that we cannot use town money on personal property.

  The Selectmen discussed the Water System.

  The Selectmen are happy to report that we are finally getting started on the nitrate treatment system. The contracts have been signed for the nitrate treatment system, Gilford Well Company will be doing that portion and a contract was signed with the Lawton Company for the second contract which includes putting up the new building. The Lawton Company plans on starting work by the first week in July.

  The Selectmen reviewed the budget.

  Cindy let the Selectmen know that she had received a call about a child being hurt at the swim program on Tuesday and she will be filing a report with the insurance company on Wednesday morning.

  The Planning Board will not be meeting in the month of July.

   Randall Northrop was in to review the audit with the Selectmen. Randall would like to meet with the Trustees of Trust Funds to give them some suggestions on some changes that could be made to help with the auditing. Randall said that the Town Clerks system is much clearer with the changes made in the last year.

  Noah Pollok from the Vermont River Conservatory was in to discuss a camping area on Fiddle Head Island. This is one of the islands near the Richard Johnson farm which we do not know who owns it. Noah said he would be researching deeds to try and find out who does own it and will keep the Selectmen informed. They have already made a camping area on the island and are in hopes when the owner is found they will be allowed to keep it there.

  The Selectmen have decided to get the locks changed at the Town Hall as it has been  a number of years since they were changed and there are too many keys out that are not being returned.

  Brad McClintock came in to discuss with the Selectmen how to do a partial release on a tax lein. William McClintock and Ralph Wright have done a transfer of property and Brad would like to pay  the taxes on the part that Ralph transferred to William. The Selectmen figured the amount needing to be paid and said they would have the Tax Collector do the paperwork.

  Paul Estes was in to see if the Selectmen had reviewed the bylaws for the Fire Dept., the Selectmen told him that they have not had time as they had many projects going on at this time.

  The Selectmen reviewed and signed the manifest and approved 4 Use of Town Hall contracts. The Selectmen also signed a five year lease with the Postal Service for the rent of the building. There were no changes in the lease.

  The Selectmen discussed the Water System and the new Town Office building.

  Gerry LaFlamme had asked the Selectmen if they would approve him taking two truckloads of tires down to the Municipal Building. Gerry has bought the Kibbe Farm and is trying to get it cleaned up. The Selectmen said that they would approve this as Gerry does live in the Town of Monroe and is cleaning up a town property.

  The Selectmen reviewed the proposed renovations for the new town offices. They all took a copy home to look over and see if they forgot anything.

All Selectmen Present

 

  The Selectmen went into nonpublic session at 7:00P.M. for personal issues, Robert Wormer made the motion to go into nonpublic seconded by Dan Powers all in favor. The Selectmen came out of nonpublic session at 7:40. Mike Monaghan made the motion to seal the minutes until May 1, 2018, Dan Powers seconded, all in favor.

  The Selectmen reviewed and signed the manifest, approved two building permits, one Use of Town Hall contract, one Use of Town Equipment contract, one Timber tax bill, one tax abatement and one current use release bill.

  The Selectmen signed a one year contract with George E. Sansoucy for all Utility appraisals in the town.

  The Selectmen discussed the renovations that will be made to the clinic building before moving the offices there. Dan hopes to have a bid written up for next week’s meeting for the board to approve.

  The Selectmen discussed the nitrate system for the water system.

  The Selectmen met at 6:00P.M. at the clinic building to discuss changes to be made before writing up a bid to send out to local contractors.

  The Selectmen reviewed and signed the manifest, approved one Use of Town Hall contract, one pistol permit, and signed one Intent to Excavate.

  The Selectmen reviewed the bid information for Contract #2 for the Water Department; this contract is for the building. The Selectmen approved the contract and Horizons will place the ad in the Manchester Union Leader as required by the Department of Environmental Services. The Selectmen also signed a contract with Gilford Well Company for Contract # 1; this is for the Nitrate Treatment System.

  Rocky Bunnell was in to see the Selectmen as he was interested in the changes they are making to the Clinic Building, he wanted to make sure that the Selectmen would have enough room in their office so when people cam it would not be so cramped. They showed him what they planned to do and said they felt there would be enough room. Rocky also questioned why pickers are not allowed at Large Trash Day. Cindy explained that this has been in effect for a couple of years as we were having problems with the pickers getting in the way.

  The Selectmen met at 6:00 P.M. at the New Town Office Building (Monroe Clinic) to do a walk through and make the final decisions on what needs to be done to the building before moving the offices in. Dan will work on a spec sheet to be sent out to local contractors for the Selectmen to approve next week.

  The Selectmen reviewed and signed the manifest, signed one timber tax bill and approved three pistol permits.

  The Selectmen discussed the Post office contract and sent a counter offer.

  The Selectmen had some people who were concerned about the new policy for the Water Department; they felt that it would be hard for people on a fixed income to pay the bill within 15 days as it is never definite when the bill is coming out. The Selectmen voted to rescind the vote and put it back to have to pay within 30 days.

  The Selectmen discussed the contract for the Post office, they are asking for another five year lease. They want the town to paint both the interior and exterior of the building within six months of signing the contract; they also want the town to take over paying the fuel bill for the heat and paying a 3% per year fee to the company who is in charge of the lease. The Selectmen will give them a counter offer.

  The Selectmen reviewed and signed the manifest, approved two Use of Town Hall contracts, two intent to cuts, one timber tax bill and one Current Use application.

  The Selectmen discussed the Water System, it looks like things are starting to come together and we should be able to start work on the Nitrate System soon.

  The Selectmen will be looking at the clinic building before the next board meeting to make the final plans on what changes are needed to move the Town Offices into it.

  The Selectmen discussed some changes they would like made to the new Water Dept. building, they feel some of the dimensions should be larger. The Selectmen voted to accept the bid of Gilford Well Company of Gilford, NH for the nitrate treatment system.

  Robert Ward Jr. was in to see the Selectmen about the subdivision on Ward Road. He is an abutter of the property but did not get a certified letter about the subdivision. He requested that any further subdivisions the letters go to him instead of Elizabeth Ward as he is the owner of the property.

  Matt Hernick from Horizon Engineering was in to see the Selectmen to go over the plans for the Nitrate System with the Selectmen.

  The Selectmen reviewed and signed the manifest, approved 5 use of town hall contracts and one building permit. They also signed a letter to the Trustees authorizing them to close the Monroe Clinic Trust Fund and move the money to the General Fund as voted at town meeting, also signed a letter to the Trustees authorizing them to pay George E Sansoucy, PE, LLC $17,655.00 from the Assessing Fund. The Selectmen signed the MS2, Report of appropriations for the Department of Revenue.

  The Selectmen have received a offer of a new lease with the Postal Service, they would like to lease the building for another five years the difference being that they have hired a company to handle all leases and would like the town to pay 3% of what we receive for rent each year to this company. The Selectmen voted a unanimous no on this. Cindy will be in contact with the company.  

  The Selectmen agreed to have all Water bills due in 15 days of the billing. A letter will go out to the water users in their next bill.

  The Selectmen reviewed the budget.

 Rebecca Brown was in to discuss the gas tax with the Selectmen. The house will be voting this week on increasing the gas tax and she wanted to know what the Selectmen’s thoughts were. Bruce said if the money would go to fix the roads that needed fixing he would not have a problem with it. Bob and Dan felt that this area would not get anything out of it so they were not in favor of the tax.

 The Selectmen reviewed and signed the manifest and approved six use of town hall contracts.

The Town Clerk’s office will be closed all day Tuesday Marc 12th due to School and Town Meetings. Voting will be from 12:00 until 6:00 with School District Meeting starting at 7:00P.M. The Library will also be closing at 5:00P.M. that day.

Gary Fournier from Brett Purvis and Associates (our assessor) and Sam Greene from the Department of Revenue met with the Selectmen to discuss the five year update on current use, veteran’s credits and elderly exemptions along with the five year Statistical update on all properties in town. They explained what the town needs to do to be prepared for this. The town should review all current use files as well as elderly exemptions and veteran’s credits. Sam will also be reviewing some of the properties that Gary has assessed and report back to the Selectmen on this.

 

The Selectmen reviewed and signed the manifest, approved one intent to cut and one use of town hall contract. The Selectmen also signed a letter authorizing the Trustee’s to pay George E. The meeting started with the town budget hearing with about 14 people in attendance. It was decided to do a warrant article saying that every other year the school and town will alternate their meetings. Health insurance was also a topic of discussion with people feeling it is time that the employees start paying a portion of the insurance. There was some discussion on moving the offices to the clinic building.

The Selectmen also signed a one year contract with Brett Purvis and Associates for the 2013 assessing and update.

 

The Selectmen discussed the skating rink. Nick Vosinek had called Bruce and complained about the holes in the ice, Bruce checked the ice and yes there were holes. The problem is that when the Fire Dept. or Butch flood the rink people do not give it time to freeze good before using it. The Selectmen would like to request that people stay off the ice until it is frozen.

 

The Selectmen discussed the estimates that they have received for the work on the clinic building. They are hoping to have everything together for the public hearing on February 5th.

 

I WOULD LIKE TO REMIND EVERYONE THAT THE TOWN BUDGET HEARING IS TUESDAY FEBRUARY 5TH AT  7:00P.M. AT THE MONROE TOWN HALL. This notice was sent to the Bridge Weekly but did not make it into the paper. I contacted Jamie Dow at the Dept. of Revenue and she said that as we had it posted at the town hall, library and the town web site for over a week we can legally have this meeting.

Meeting started at 6:00P.M.

 

The Selectmen reviewed and signed the manifest, approved one intent to cut, one use of town hall contract and one pistol permit. The Selectmen also signed a letter authorizing the Trustees to pay George E. Sansoucy, PE, LLC $2,648.70 from the Assessing Fund.

 

The Selectmen discussed the plowing at the school. They voted to continue plowing the school yard and will remove the snow banks when requested by the school.

 

At 7:00 PM the Selectmen moved to the Municipal Building to meet with the budget committee. Committee members present were Steve Sherman, Donna Mitton, PJ Blanchard, Joyce Cate, Greg Moore and Joan Mead. Rick Ames was also present to answer any questions on the Fire Department budget.

 

  1. Steve Sherman questioned if we had enough money in supplies for account 4140 as we had overspent in that line last year. He was told it should be fine as that line was over due to buying new voting booths which we had not budgeted for.
  2. Steve Sherman asked if we had put any money in account 4150 for the town website. He was told that the money for the yearly fees was in there but nothing else. Steve recommended putting more money in to build the website up more.
  3. Donna Mitton asked what the $11,000.00 in repairs for the Fire Department was for, Rick Ames explained.
  4. Joyce Cate asked if we had money in the budget for the FAST Squad, Rick explained that we pay for radios and inspections for them and they raise the rest of the money themselves.
  5. In account 4312 there was discussions on culverts. Bob Wormer explained this line.
  6. Account 4330, Water Services has money in it this year for running the Water Department. The State has said the Town owns the Water System so it does need to be added to the Town Budget. There will be no tax impact on this as the money is raised by the water users.
  7. Donna Mitton asked if notes could be put on the budget for the in and out accounts.

 

The Budget Committee thanked the Selectmen for the budget presentation and said they were pleased that we only have a 3.1% increase.

The selectmen received a letter from the Monroe Consolidated School requesting a payment be made to Upton and Hatfield for $300.00 and to Provan & Lorber Inc. for $900.00 from the Water Department. The Selectmen voted not to pay these bills as they had told the school back in November to put a hold on everything as they were looking at other options, they had also told the school they would not pay for an engineer hired by the school as they already had one on board.

The rest of the bill was for work done on November 7th and 12th.

The Selectmen received an email asking if people using the town hall can have a bounce house. The Selectmen said bounce houses cannot be used on town property at all due to insurance problems with them.

The Selectmen reviewed the budget; they will be starting work on next year’s budget on December 4th.

The Selectmen discussed the water system project. At this point we are on hold waiting on DES to give us some answers.

They would have to get estimates on the cost of doing this for the people to vote on at Town Meeting. They will discuss this more after the clinic is closed and they can get in and look it over.

The Town Clerks Office will be closed all day Tuesday November 6th do to elections, she will be open on Wednesday from 8:30 until noon and closed all day on Thursday.

The Selectmen set the date of the public hearing for the budget, it will be Tuesday February 5th at 7:00P.M. at the Town Hall.

Brad McClintock came in to see the Selectmen as he wanted to know what was needed to change a right of way and merge two lots together. The Selectmen gave him the information he needed.

The Selectmen voted to have Ken Hunter on the Connecticut River Joint Commissions along with Mike Monahan. Ken had asked if he could be on the committee and the Selectmen felt it was a good idea.

Deb Fiske had asked about parking in the town field for the Soccer Tournament this weekend. The Selectmen would prefer not to have parking there as it is the well head protection area. They suggested parking at the common or the town hall. Deb was fine with this.

The Selectmen received a letter from Cottage Hospital saying the last day of office hours at the clinic are December 3rd and they plan to be out of the building by December 10th.

The Selectmen discussed the water system and what the school board is requesting now. The school board is not sure if paying 50% of replacing the leach field is fair. The Selectmen feel that this is more than fair as the system is at least 20 years old already. The second item the school board is requesting is for them to hire an independent engineer to review what the Selectmen have planned to do and they want the Water Department to pay for this engineer. The Selectmen said that if the school board wants another engineer they will have to pay for it themselves.

 The Selectmen reviewed and signed the manifest, approved one use of town hall contract, one use of equipment contract, and one pistol permit.

 Scott and Rebecca Hutchins were in to discuss a problem they are having with land they bought from Carl Blaisdell. They were led to believe they that they had a right of way across Loxley Ness’s property and Dale and Deb Clough’s property and both have said they do not have one. The Selectmen told them that there is really nothing that they can do about it and suggested that they contact an attorney.

 Dr Jean Richards and Lincoln Jewel were in to discuss the generator project at the school. When discussions about putting in a generator at the school were first started it was discussed having one to take care of both the school and the water system. The three companies who looked at the job did not feel it was a good idea to put both on one generator because of the cost. Dr Richards was wondering how the Selectmen felt about this. After much discussion it was decided to have the generator for the school only and the water system could be run off the portable generator if need be.

 The Selectmen reviewed the balance sheet and the budget.

  The Selectmen discussed some of the projects to be done this summer. The new mowers for North Monroe Cemetery and for the town property have been ordered, they should be here in a couple of weeks. A bid notice for the Town Office Roof will be in the Bridge Weekly next week. The Selectmen asked Cindy to contact the Fence Company for a bid on replacing one side of the fence at the Monroe Cemetery. This is a four year project as we are trying to do one side each year.

Selectmen’s Meeting

 

  The Selectmen reviewed and signed the manifest, approved two Use of Town Hall contracts, three pistol permits and two intent to cuts.

  Russell Brown was in to talk with the Selectmen about a truck the Fire Department may be getting from Trans Canada. He will keep the Selectmen posted on what is going on with this.

  Rocky Bunnell was in to see the Selectmen about having a sign put up near his place of business for trucks turning and entering. He has one there now as he was doing a logging job there but that sign belongs to him and he will be taking that down and using it on his next job. The Selectmen told him to contact the state about putting a sign up as it is a state road.

  The Selectmen would like to thank everyone who worked on the Harvest Festival for making it another successful event.

  A resident was in to give some information on Vermont people bringing their recycling to Monroe. The Selectmen wants to remind everyone that the Recycling, large trash pickup and weekly trash is for Monroe Residents only. If you see people from out of town using our services please contact the Selectmen’s Office.

Selectmen’s Meeting

 

 The Selectmen reviewed and signed the manifest and approved two Use of Town Hall contracts; they also signed a letter authorizing the Trustees to transfer $6, 826.41 from the Utility Trust Fund to Woodsville Bank General Fund to pay George E. Sansoucy and $357.09 from the Utility Trust Fund to pay Donahue, Tucker and Crandella, PLC.

  The Selectmen received two bids for plowing North Monroe Fire Station and the Lang Road, one from

Andre Provencal and one from   J. Fenoff  Site Works. They voted to accept the bid from Andre Provencal.

  The Selectmen voted to adopt a policy on Recycling, Large Trash and Weekly Trash.

 

 

Recycling

 

Recycling is for residents of the Town of Monroe for items generated in the Town of Monroe, all others will be prosecuted at their expense.

 

Large Trash

 

Large Trash is done approximately four times yearly. This is for residents of the Town of Monroe for trash generated in the Town of Monroe.  All others will be prosecuted at their expense.

 

 

Weekly Trash

 

The Town of Monroe pays for weekly trash pickup; this is for residents of the Town of Monroe and trash generated in the Town of Monroe. If you are accepting family or friends trash, to go out with yours we will be prosecuting you.

Selectmen’s Meeting

 

  The Selectmen reviewed and signed the manifest and approved one Use of Town Hall contract. The Selectmen authorized the Trustees to transfer $376.62 from the Utility Trust Fund to the Woodsville Bank General Fund, they also authorized the Trustees to transfer $5000.00 from the Post Office Trust Fund to the Woodsville Bank General Fund.

  The Selectmen discussed a letter they received from the Board of Adjustment. They also discussed the new roof for the Town Hall and told Cindy to call and see when they plan on doing the job.
